Alberto Fernández mantendrá una reunión bilateral con Boris Johnson
Según pudo saber de fuentes diplomáticas, la bilateral fue «solicitada por el Reino Unido».
Respecto de la temática a tratar, fuentes del Gobierno confiaron a esta agencia que «mañana (por el lunes) se verá cuáles son los temas que llevan los británicos a la mesa», pero aclararon que «la agenda de la Argentina es obvia, más aún cuando venimos de aprobar la resolución Malvinas del Comité de Descolonización«.
La última semana, ese órgano de la ONU aprobó por consenso una resolución que llama al diálogo por la soberanía de las Islas Malvinas y restantes archipiélagos bajo control británico.
Durante ese encuentro celebrado en Nueva York, el canciller Santiago Cafiero sostuvo que ya era «momento que el Reino Unido deje en las páginas de la historia su ejercicio de potencia colonial» y afirmó que «la comunidad internacional debe actuar o será cómplice de la doble moral».
«Para el Reino Unido, Malvinas es dominación, especulación y oportunismo; Para mi país, es soberanía, justicia y dolor por nuestros caídos«, expresó oportunamente el titular del Palacio San Martín.
Durante el viaje que depositó a Fernández y a su comitiva en Alemania, fuentes especializadas en la materia, explicaron que, si bien existe una posición tradicional del comité de Descolonización instando al diálogo, «siempre es bueno que, año tras año, se trate el tema».
Antes de que se conociera la realización de la bilateral, se había adelantado que la temática de Malvinas aparecería en alguna de las intervenciones que realizará el presidente Fernández, ya sea durante sus discursos en las mesas de debate o en el plenario en el que los mandatarios intercambian impresiones en modo de diálogo.
En los últimos meses, y al cumplirse 40 años de la Guerra de Malvinas, hubo nuevas manifestaciones que abrieron polémica de parte del Reino Unido. Por ejemplo, en marzo, en un informe sobre política de Defensa elevado por la administración de Johnson a la Cámara de los Comunes, se indicó que las Fuerzas Armadas británicas «disuadirán y desafiarán las incursiones en las Aguas Territoriales de Gibraltar Británico» y «mantendrán una presencia permanente en las Islas Malvinas, la Isla Ascensión y el Territorio Británico del Océano Índico».
Ante ello, el Gobierno nacional, vía Cancillería, respondió entonces que «la República Argentina sostiene una vez más que el Reino Unido debe escuchar a la comunidad internacional que promueve el fin del colonialismo en el mundo y que en particular en el caso de las Islas Malvinas ha planteado, a través de la Resolución 2065 de Naciones Unidas, que el camino para la solución del diferendo por la soberanía es el diálogo bilateral».
«Las consideraciones postuladas por el primer ministro Johnson reiteran la tradicional mirada colonialista del Reino Unido sobre las Islas Malvinas y el conjunto de posesiones británicas alrededor del mundo y para la Argentina no expresan novedad respecto de la política colonial británica. Bajo el argumento no reconocido por las Naciones Unidas de defender el ‘derecho a la libre determinación’, Reino Unido sostiene la ilegítima presencia en el Atlántico Sur, con el objetivo de apropiarse de las riquezas que allí existen y controlar tanto el acceso a la Antártida como del pasaje bioceánico entre el Atlántico y el Pacífico», enfatizó el Palacio San Martín.
Luego, el dos de abril, día de inicio del conflicto armado en 1982, Johnson dijo en Twitter: «Un día como hoy hace cuarenta años la junta militar argentina invadió y ocupó las islas Falklands (como Inglaterra llama a las Malvinas)». Y añadió: «Esta primavera vamos a agradecer y recordar a todos aquellos que lucharon y murieron para liberar a estas islas y a su gente. Nuestro compromiso con ellos es tan firme como lo era en 1982″.
Un nuevo capítulo se registró a principios de este mes, cuando Johnson, en un homenaje a los soldados británicos muertos, dijo que «nuestras fuerzas armadas lograron lo que muchos pensaban que era imposible y liberaron al pueblo de las Islas Malvinas de la ocupación de una junta militar». Y no descartó una visita suya al archipiélago.
El encargado de responderle fue el secretario de Malvinas de la Cancillería, Guillermo Carmona, quien sostuvo que fue una «provocación innecesaria del primer ministro británico».
«Su discurso belicista es ofensivo para nuestra democracia. Si por problemas de política interna quiere visitar al territorio argentino existen canales diplomáticos al efecto», dijo el funcionario en Twitter.
Y añadió: «Reincidir en prácticas colonialistas decimonónicas en el siglo XXI atrasa. El gobierno británico debe cumplir el derecho internacional que impone a la Argentina y al Reino Unido la obligación de encontrar una solución negociada a la cuestión Malvinas«.
Días pasados el Comité de Descolonización de las Naciones Unidas reiteró su «llamamiento a las partes» para que la Argentina y el Reino Unido «reanuden las negociaciones lo antes posible» en torno a la cuestión Malvinas.
Sostuvo además que Malvinas es un caso de colonialismo y que «el mantenimiento de situaciones coloniales en pleno siglo XXI es un anacronismo que debe ser erradicado».
A causa de la disputa de soberanía que se remonta a la década de 1830 y con posterioridad a la guerra de 1982, las relaciones entre ambos países ha pasado por altibajos y desencuentros: desde la política de «seducción» a los isleños por parte del Gobierno de Carlos Menem, el «paraguas de soberanía», el embargo a la compra de armamentos para las Fuerzas Armadas, hasta la depredación de los recursos del Atlántico Sur y la militarización de las Islas, entre otras.
Todos los Gobiernos argentinos, desde el retorno de la democracia, han insistido con el reclamo, pero durante la Presidencia de Mauricio Macri se firmó el acuerdo Foradori-Duncan que buscaba «remover todos los obstáculos que limitan el crecimiento económico y el desarrollo sustentable de las Islas Malvinas«.
Ese entendimiento daba mayores libertades al Reino Unido para continuar con la explotación pesquera y para avanzar en la búsqueda de hidrocarburos en el Mar Argentino.
El Gobierno de Alberto Fernández, a su turno, retomó el reclamo público y constante ante cada foro internacional en el que haya participado.
En ese sentido, el mandatario hizo mención al tema durante la última cumbre de las Américas celebrada en Los Ángeles, Estados Unidos, y en la tarde de este domingo le agradeció al primer ministro de la India, Narendra Modi, que apoyara el pedido de diálogo impulsado en la ONU.
