Arrancó la campaña y Cristina ya eligió a su candidato

La Vicepresidenta aceleró la designación del juez aliado Ramos Padilla, que controlará la estratégica elección bonaerense. 

La campaña electoral se largó en febrero. No hay ninguna duda de eso. Alberto Fernández, Sergio Massa y Máximo Kirchner juegan a adivinar cuál podría ser la mejor fecha para las PASO y las elecciones legislativas. Y, aunque los gobernadores pidieron eliminar las primarias del calendario, ya se sabe que el kirchnerismo prefiere tener esa herramienta a mano para terminar de dirimir el liderazgo de la coalición oficialista con el peronismo más tradicional. Se atrasarán un mes los dos comicios o se harán simultáneamente en algún día de noviembre. La última palabra la tendrá Cristina.

La estrategia de correr las PASO a septiembre y las elecciones generales a noviembre tiene una sola explicación. El Gobierno tiene todo su capital electoral apostado al desempeño del operativo de vacunación. Ya nadie se atreve a hablar de “éxito” en la Casa Rosada, después de la sucesión de papelones con el retraso en el calendario de las vacunas rusas. Pero las plegarias van todavía en dirección de una perfomance razonable.

Si para las fechas de votación coinciden el avance de la vacunación y el retroceso de los casos y las muertes por Covid, el oficialismo intentará levantar en los comicios la bandera de la salud. Hoy parece un objetivo más alcanzable que el de la economía, arrinconada por la recesión, la inflación creciente, la caída del salario y el incremento de la pobreza.

La otra posibilidad es la de hacer coincidir las primarias y las elecciones generales en una misma fecha. Es una hipótesis que tienta a algunos peronistas pero que se parece demasiado a la histórica y desgastada ley de Lemas. Le daría al Frente de Todos la posibilidad de resolver sus muchas internas territoriales, haciéndolas sumar para el objetivo principal. Ese instrumento le permite al peronismo lograr algunas hazañas de las que todavía parece avergonzarse a nivel nacional: mantener el control de la disputada gobernación de Santa Cruz o haber convertido a Formosa en una de las fotografías más tristes del atraso argentino.

Todos los sectores políticos han comenzado a desperezarse. Massa impulsa un proyecto para morigerar el impuesto a las Ganancias, una señal a los sectores medios que están agobiados por el efecto de la pandemia y que deberá tener el salvoconducto del kirchnerismo. ¿Quién pagará el costo fiscal de semejante medida? Si es por las palabras del Presidente, todo indica que irán por otra suba de retenciones a la exportación de granos y que será el campo el que abone los platos rotos.

Claro que la oposición también comenzó a mostrar sus desvelos. Ernesto Sanz le dijo a Clarín que la UCR le pondrá un candidato enfrente a Horacio Rodríguez Larreta si el jefe de gobierno porteño quiere ir por la candidatura presidencial. Y allí están Elisa Carrió, Martín Lousteau o Patricia Bullrich haciendo públicas sus ambiciones de lanzarse a la disputa del espacio de la confrontación con el Gobierno. Los meses que vienen serán intensos.

En silencio pero jamás quieta ni distraída, es Cristina Kirchner quien ha hecho la jugada electoral más desequilibrante. La semana pasada, aceleró en el Senado la designación de Alejo Ramos Padilla al frente del Juzgado Electoral de La Plata. “Juez militante” del kirchnerismo, según la definición del senador peronista Juan Carlos Romero, y uno de los artífices de la teoría del Lawfare, con la que el kirchnerismo se cuida las espaldas judiciales en los casos de corrupción y fraudes varios al Estado.

Ramos Padilla enfrentó ocho denuncias por mal desempeño en el Consejo de la Magistratura, y tres de ellas se mantienen abiertas. Ese es el funcionario que la Vicepresidenta eligió para controlar las elecciones en la Provincia de Buenos Aires, el distrito clave que puede definir si la moneda canta victoria o derrota en un comicio siempre marcado por la incertidumbre y las sospechas en torno a la fiscalización. Oficialistas u opositores, hay muchos dirigentes que deben definir si llegarán a ser candidatos. Cristina ya eligió al suyo y lo hizo votar en el Senado para que no quedara ninguna duda.
