Auxilio para el sector turístico provincial
Se puso a disposición un paquete de medidas impulsadas por organismos nacionales, provinciales y municipales, que ofrece ayuda y facilidades para el sector turístico.
Buscando contener al empresariado y a los trabajadores del sector turístico tucumano, que conviven en esta “Nueva Normalidad” con una intensa crisis económica y la necesidad de prepararse con vistas al futuro, se dispusieron una serie de medidas impulsadas por organismos nacionales, provinciales y municipales.
Las propuestas abarcan programas asistenciales, postergaciones y exenciones tributarias, cobertura en el pago de sueldos, diferimientos en el pago de servicios públicos, créditos a tasas “blandas” y subsidios, y están dirigidas a las agencias de viajes y turismo, transporte turístico de pasajeros, alojamiento, prestadores de servicios culturales y recreativos, y organización de convenciones y exposiciones.
El Ente Tucumán Turismo (ETT) intervino en la gestión de las medidas provinciales y coordinó iniciativas como la reapertura del turismo interno en la provincia y el lanzamiento del programa “Destinos Abiertos”, que impulsa la actividad en cinco destinos específicos ofreciendo facilidades de pago y traslados para los turistas.
“Estamos siguiendo de cerca la situación de las empresas y buscando soluciones para mitigar los daños que representa esta pandemia. Hay un genuino interés del gobierno por cuidar nuestra industria”, afirmó al momento del anuncio Sebastián Giobellina, presidente del ETT.
Las medidas provinciales
Una de las primeras medidas en conocerse fue la reducción a 0% de la alícuota de Ingresos Brutos y Salud Pública durante 6 meses, desde julio a diciembre de 2020, para las empresas turísticas, dispuesta por el gobierno provincial a través del Decreto Nº 1.197/3.
También las agencias de viajes y la hotelería de San Miguel de Tucumán fueron exceptuadas del pago de Tributo Económico Municipal (TEM) y las Contribuciones que Inciden sobre los Inmuebles (CISI) por un período de 8 meses, otorgando además un beneficio para las empresas que hubieran realizado el pago anual anticipado. El monto abonado en 2020 será tomado como pago del mismo impuesto del período 2021, de acuerdo a lo anunciado por las autoridades del Concejo Deliberante.
“Sabemos que el alcance de esta crisis es de importancia vital. Por eso, mantenemos diálogo permanente con los presidentes de las asociaciones del sector para poder llegar con herramientas que den alivio a toda la industria. Aunque veníamos de años con balances positivos en el turismo y teníamos altas expectativas para 2020, esta situación nos cambió el panorama”, consideró Giobellina al respecto.
Otro beneficio que recibirán gastronómicos y hoteleros es el del IPLA (Instituto Provincial de Lucha contra el Alcoholismo), a cargo de Samuel Semrik, que ofreció un descuento del 50% en 2021 para quienes hayan pagado su habilitación anual este año. Se lanzó, además, una moratoria para los que presentan deuda, y a quienes no hicieron el pago hasta julio se les omitió el cobro retroactivo. Por último, aquellas empresas que habían sacado un plan de cuotas para pagar su habilitación se trasladarán esos pagos a partir del mes de agosto sin ningún interés.
Por otra parte, el Ente Tucumán Turismo conjuntamente con el gobierno provincial alcanzó un acuerdo con el Consejo Federal de Inversiones (CFI), que puso a disposición dos líneas de créditos para las empresas del sector, con tasas preferenciales y 12 meses de gracia: una de hasta $400.000 y otra hasta $6 millones.
