Avanza la censura en Venezuela
Al menos 40 portales de noticias sufren la persecución del régimen de Nicolás Maduro.
La dictadura chavista extiende su política contra los medios independientes y crecen las amenazas a trabajadores de prensa.
El régimen de Nicolás Maduro tiene un récord de medios cerrados, programas censurados y portales de noticias bloqueados. Además de amenazas a periodistas, detenciones arbitrarias y persecuciones a todo aquel que haga críticas a su gestión.
Por ejemplo, el próximo sábado se cumplen seis años de que Infobae está censurado en el país caribeño. El 10 de octubre de 2014 la dictadura chavista bloqueó el acceso al portal de noticias en la nación: son un total de 2190 días hasta la fecha.
A menos de dos meses para las elecciones legislativas del 6 de diciembre, que la comunidad internacional rechaza debido a que no existen garantías constitucionales, el régimen intensificó el ataque hacia los medios.
El Instituto Prensa y Sociedad de Venezuela (IPYS) es una de las organizaciones que denuncia constantemente los ataques sistemáticos contra trabajadores de prensa y medios de comunicación en el país.
El más reciente fue el registrado contra el portal Efecto Cocuyo, que fue víctima nuevamente de un bloqueo aplicado desde los proveedores estatales de Internet Cantv y Movilnet, durante la mañana del pasado sábado.

El bloqueo a Efecto Cocuyo (IPYS)
“Desde el inicio de la cuarentena por el COVID-19, más de 40 portales y plataformas digitales han sido bloqueadas en Venezuela”, denunció IPYS, que acotó que, según el Observatorio Abierto de Interferencia de Internet (OONI), el bloqueo sobre el dominio de Efecto Cocuyo fue el de HTTP (protocolo de transferencia de hipertexto, por sus siglas en inglés).
Además, consigna que los datos registrados por OONI en los últimos meses evidencian que ese medio fue víctima de este tipo de impedimento de acceso en reiteradas oportunidades desde que inició la cuarentena por la pandemia.
La censura, el cierre y los ataques a los medios se suman a las amenazas y agresiones directas contra los trabajadores de prensa.
El Sindicato Nacional de Trabajadores de la Prensa de Venezuela (SNTP) denunció el pasado lunes que José Rivas, alcalde oficialista de Tinaco, en Cojedes, amenazó al periodista Eduardo González de Ritmos 96.9 FM en una llamada transmitida en vivo.
Rivas aseguró que podría cerrar la estación. “Voy por ti si no te portas bien… Y por voy la emisora también”, amenazó en un video.
Los arrestos a periodistas, camarógrafos y productores que cubren las manifestaciones que se dan en distintos puntos del país debido a los fallos en el sistema eléctrico, la escasez de agua potable y de combustible también son moneda corriente.
Por ejemplo, el pasado 29 de septiembre el periodista Sandino Yaguare, de ImpactoVE, su camarógrafa y el reportero gráfico Juan Carlos Hernández tuvieron que lamentar un triste incidente con la Guardia Nacional en Puerto Cabello. Estaban en El Palito, Carabobo; y, con el argumento de que es zona de seguridad, les revisaron el material.
Esa es una práctica habitual también en el país. El régimen envía a efectivos de sus fuerzas de seguridad a observar el material registrado por periodistas que cubren protestas.
Un dato no menor y que también afecta la posibilidad de la población a acceder a informarse es que, según un estudio de Speedtest Global Index, portal que mide la velocidad de la Internet, la conexión en Venezuela está en el penúltimo lugar de los 176 países que exploró, con 3,67 Mbps, sólo superada por Turkmenistán, un país de Asia central.

Venezuela sigue descendiendo en los índices de libertad de prensa
Entre 2014 y 2019, Venezuela cayó 32 puestos en el Índice Mundial de Libertad de Prensa elaborado por Reporteros Sin Fronteras (RSF), ocupando el lugar 147 de 180 países.
En su último reporte, la prestigiosa ONG explicó: “Nicolás Maduro, en el poder desde 2013, se empeña en acallar la voz de la prensa independiente y sigue controlando la información. En repetidas ocasiones el presidente ha mencionado una ‘guerra mediática’ para desacreditar a los medios de comunicación nacionales e internacionales que critican a su gobierno”.
“Esto vuelve aún más tenso el clima en que deben trabajar los periodistas, que empezó a deteriorarse tras la crisis política y económica que comenzó en 2016. Desde 2017 se ha intensificado la represión de la prensa independiente y RSF registró un número récord de detenciones arbitrarias y de actos de violencia contra periodistas, a manos de las fuerzas del orden y de los servicios de inteligencia venezolanos”, agregó.
Luego sostuvo que “la Comisión Nacional de Telecomunicaciones de Venezuela (Conatel) priva de frecuencia de difusión a las estaciones de radio y los canales de televisión que considera demasiado críticos con el gobierno; asimismo, coordina puntualmente cortes de la conexión a Internet y bloqueos a las redes sociales”.
Otro punto que subrayó Reporteros Sin Fronteras en su informe es que “las autoridades también detienen, interrogan y expulsan de su territorio a periodistas extranjeros. Desde 2018, muchos periodistas venezolanos se han visto obligados a abandonar el país para huir de las amenazas y preservar su integridad física. Una ley adoptada en 2010 contempla que el gobierno pueda sancionar cualquier contenido que ‘cuestione a la autoridad constituida legítimamente’, lo que se traduce en detenciones abusivas de reporteros y juicios por difamación. Por otra parte, la escasez de papel suele poner en peligro la circulación de la prensa escrita”.

Una venezolana reclamando libertad de expresión
Más de 5 millones de venezolanos viven en “desiertos de noticias”
El Instituto Prensa y Sociedad de Venezuela, en una investigación titulada “Atlas del silencio: los desiertos de noticias en Venezuela”, consignó que en 90 municipios del país es limitada la cobertura de las informaciones por parte de medios de comunicación como emisoras de radio, televisoras, periódicos y portales digitales.
Además, indicó que otros 122 municipios son considerados desiertos de noticias moderados, y solo 105 municipios tienen suficiente cobertura informativa, es decir, no son desiertos.
De acuerdo con los datos recopilados, Zulia es el estado con la mayor cantidad de habitantes que residen en desiertos de noticias al sumar 929.565 personas. La segunda posición corresponde a Aragua con 792.285 habitantes, seguido de Miranda con 742.787 residentes.
“El virus de la desinformación se expande más rápido que el coronavirus”
Según IPYS, “en Venezuela, el virus de la desinformación se expande más rápido que el Covid-19 debido a que las cifras oficiales sobre la pandemia que ha manejado la administración de Nicolás Maduro durante esta crisis siguen en entredicho”, resaltó en más de una oportunidad la ONG.
Esto está en concordancia con el último balance de la oposición venezolana al respecto, que denunció el lunes pasado que 1.412 personas han muerto por COVID-19 en el país caribeño, una cifra que duplica el reporte oficial.
En una rueda de prensa virtual, el diputado opositor José Manuel Olivares, nombrado comisionado para la Salud y Atención Sanitaria a los Migrantes por el líder opositor Juan Guaidó, explicó que han podido corroborar ese dato “gracias al monitoreo hospitalario”.
Ese número, según el parlamentario, médico de profesión que vive hace varios años en Colombia, muestra una tasa de mortalidad de la enfermedad que causa el nuevo coronavirus “concordante con la de América Latina”.
Además, aseguró que, según sus datos y hasta este lunes, han fallecido 205 trabajadores del sector de la salud a causa del virus, lo que supone la tasa más alta de la región.

La arremetida contra los medios en los últimos años
El citado IPYS denunció que, durante 2019, la Comisión Nacional de Telecomunicaciones de Venezuela (Conatel) usó mecanismos que “prohibieron las transmisiones de seis televisoras extranjeras, retiraron nueve programas de opinión radiales y televisivos, y la señal de nueve emisoras”.
Los canales de televisión afectados fueron National Geographic (EEUU), Antena 3 (España), Radio Caracol (Colombia) y 24 Horas (Chile), cuyas emisiones fueron suspendidas desde el 22 de febrero en los servicios de DirecTV, Movistar, Intercable y Supercable, por transmitir contenidos relacionados con el ingreso de la ayuda humanitaria.
A su vez, Conatel ordenó el bloqueo del portal del diario colombiano El Tiempo, así como bloqueos intermitentes de contenidos de YouTube, Google, Microsoft Bing y Facebook. Días antes fueron censuradas las páginas ayudaylibertad.com, venezuelaaidlive.mdstrm.com y venezuelaaidlive.com.
A consecuencia de la Operación Libertad del 30 de abril de 2019, fueron censurados otros medios de comunicación: la estación radial Radio Caracas Radio (RCR), DirecTV tuvo que retirar CNN Internacional y le siguió la agencia de noticias BBC Mundo.
Hubo 262 incidentes contra medios digitales, 97 casos con radioemisoras, 81 contra medios televisivos, 59 hacia medios impresos, 16 acciones contra agencias de noticias, y seis que afectaron a organizaciones no gubernamentales.
La ONG Espacio Público reveló en el informe “Libertad de Expresión y Elecciones. Venezuela necesita condiciones” que en el 2019 “fueron cerradas 27 estaciones de radio, tres canales de televisión, dos medios digitales y dos medios impresos. Estos 34 medios se suman a una lista que supera los 200 medios cerrados desde el año 2004”.
“El Gobierno ignora las demandas de organizaciones, gremios, directivos y trabajadores de la prensa, quienes constantemente denuncian las consecuencias de estos cierres”, afirmó la organización.
La Cámara de Radio, hasta el 2016, había registrado 200 emisoras activas de las 700 que había aproximadamente en el año 2010. Radio Caracas Radio, la emisora más antigua del país, fue obligada a cesar operaciones el 30 de abril 2019, por orden de Conatel. Son cientos los programas y emisoras cerradas o censuradas.
Progresivamente los medios fueron cerrados, censurados o bloqueados. Además del caso de los portales como Infobae y Efecto Cocuyo, ya mencionados, citamos el del portal PuntoDeCorte.com. Además, presentaron problemas Runrunes y La Patilla, entre muchos otros.
