El legislador Gómez propone modificar la ley de comunas
El parlamentario justicialista dispone se reconozca el cargo de “Subcomisionado Comunal» atribuyéndole al mismo funciones. Una ley con mayores facultades para las jefaturas del interior
El legislador (PJ) Carlos Francisco Gómez presentó la modificación una serie de reformas a la ley de las comunas rurales, como así también a la norma que marca lineamientos impositivos y no se actualiza desde los años 80.
El simoqueño apuntó que después del año 1984, no se ha obtenido modificación alguna, “venimos a presentar el proyecto de reforma de la Ley Impositiva nº5638, siendo necesaria la modificación general de todos los importes de la Ley que antecede a este proyecto.
Habiendo quedado la misma desactualizada conforme a los valores expresados en moneda austral y debido a la antigüedad de la misma no está acorde a la realidad económica actual”, adujo el legislador en los fundamentos de la norma. Gómez sumó que esta desactualización genera una baja de percepción de las contribuciones percibidas por las comunas, en desmedro de los ingresos que manejan como recursos propios.
En el caso de la Ley 7530, se prevé adecuar la ley de Comunas Rurales a las circunstancias imperantes en estos tiempos. El autor propuso modificar algunos artículos que permitan reflejarse de modo positivo en la institución comunal, revalorizando la figura del Comisionado, dinamizando las estructuras de funcionamiento, optimizando los recursos, colaborando a su vez en la modernización del Estado, todo lo cual produce un impacto directo en beneficio de la comunidad.

Cacho Gómez dispuso la creación del Cargo de “Subcomisionado Comunal”, reformando los artículos en los cuales se refería al Comisionado Suplente, y atribuyéndole al mismo funciones propias a las de un representante del pueblo que es elegido por el voto popular.
“Pensamos en la figura del “Subcomisionado” como equivalente paralelo al comisionado comunal, asistiendo y colaborando a este último de manera efectiva”, citó el ex delegado comunal de Manuela Pedraza.
Comunas ordenadas y con atribuciones claras
Los fundamentos exponen ordenar los recursos para comunas rurales, otorgar atribuciones para la administración de los tributos de su jurisdicción y del personal que depende de la institución rural, ya sea para designar o cesantear personal.
Los comisionados comunales tendrán el poder de policía para actuar de manera administrativa y disponer los recursos necesarios para mejorar caminos y rutas locales e interpueblos.
Según el articulado podrán percibir y administrar la partida presupuestaria anual atinente para arreglo y mantenimiento de caminos de la red terciaria de cada comuna.
Las iniciativas de ley ingresan al trabajo parlamentario de las comisiones permanentes de la legislatura para su evaluación y debate.
