El Papa Francisco echó a la gerencia de Caritas a nivel mundial
Nombró a un “comisario extraordinario”
El Sumo Pontífice de Roma destituyó a la cúpula de la organización caritativa tras detectar deficiencias en la gestión y denuncias de acoso y maltrato contra empleados.
El papa Francisco despidió el martes a la gerencia de Caritas Internationalis (CI) y nombró a un “comisario extraordinario” al frente, luego de que una auditoría encontró problemas de gestión y “moral” en la organización.
La inesperada decisión afectó a los ejecutivos de la entidad benéfica, una confederación con sede en el Vaticano de 162 organizaciones católicas de ayuda, desarrollo y servicios sociales que trabajan en más de 200 países.
La Santa Sede informó en un comunicado que la revisión no encontró evidencia de mala gestión financiera o conducta sexual inapropiada. Pero dijo que surgieron otros problemas, con “deficiencias reales” encontradas en la gestión, “perjudicando gravemente el espíritu de equipo y la moral del personal”.
Por lo tanto, el entonces director general Aloysius John, quien fue elegido en una votación impugnada en 2019, terminó desplazado de su cargo, al igual que su equipo de liderazgo. En su lugar, el Sumo Pontífice designó un directorio provisorio para que reestructure a la organización y haga una “revisión” de las normas internas a partir de la evidencia de quejas de los empleados de la organización por situaciones de maltrato y acoso.
Los despidos del nivel ejecutivo de CI, que cuenta con más de un millón de empleados y voluntarios en todo el mundo, fueron anunciados en un decreto papal publicado por la oficina de prensa vaticana.
A partir del recambio de la cúpula, el italiano Pier Francesco Pinelli asumió desde este martes como “comisario extraordinario” con el objetivo y “la viva voluntad de favorecer la propuesta de renovación de la institución”, expuso Francisco en el decreto.
Pinelli, según el decreto dado a conocer por el Vaticano, “actualizará los Estatutos y el Reglamento” de Cáritas “para su mayor funcionalidad y eficacia, orientando a la institución en la elaboración de la próxima Asamblea General”. Además, el designado comisario estará acompañado por el cardenal filipino Luis Tagle y enmarcará su trabajo en el ámbito del Dicasterio para el Servicio del Desarrollo Humano Integral, el organismo que se encargó de evaluar el ambiente de trabajo en el Secretariado General de CI.
La medida, se anunció, “no tendrá impacto en el funcionamiento de las organizaciones miembro y en el servicio de caridad y solidaridad que llevan a cabo alrededor del mundo; es más, servirá para reforzar dicho servicio”.

Un comunicado separado del departamento de desarrollo del Vaticano, que supervisa a CI, dijo que una revisión del ambiente de trabajo realizada este año por expertos externos en gestión y psicología encontró malestar y malas prácticas en su sede.
Caritas Internationalis es una de las principales organizaciones caritativas de la Santa Sede y actúa como agrupación de diversas federaciones nacionales y regionales que operan en más de 200 países. La organización con sede en Roma reportó ingresos de unos 5,1 millones de euros (5,2 millones de dólares) en 2020 y gastos de 4,4 millones de euros, según su balance anual.
Su anterior directivo, Aloysius John fue traído a la junta directiva de Caritas Internationalis como director de desarrollo en 2013 por el secretario general anterior, Michele Roy, de la Caritas francesa conocida como Secours Catholique. Cuando concluyó el período de Roy, el hombre nacido en la India se postuló para el cargo de secretario general y ganó luego que otros candidatos se retiraron, pese a que inicialmente no logró una mayoría de votos.
Un ex empleado de Caritas que cooperó con investigadores externos dijo que atestiguó casos de acoso e incompetencia durante la gerencia de John, especialmente en el manejo de un escándalo de abuso sexual en las operaciones de Caritas en la República Centroafricana. El denunciante habló bajo condición de anonimato por temor a represalias.
A fines de 2019, en respuesta a una investigación de CNN, Roy admitió que en 2017 se enteró de acusaciones de pedofilia contra el director de Caritas en Bangui, pero aseguró que dejó el asunto en manos de los supervisores del cura para que lo investiguen. Nunca investigaron, y CNN identificó a por lo menos dos niños víctimas en momentos en que el cura seguía en el país.
