«Tucumán desaprueba seguridad, porque los estándares vienen degradándose hace más de 20 años. Somos la segunda provincia más violenta del país. La seguridad está enmarcada en un fracaso del estado para proteger los bienes y la integridad física de las personas.» Dijo.
«Hay sistemas que se tienen que cambiar. Hay tres eslabones dentro de una política de seguridad, para que funcionen de manera sincronizada, como el judicial, el policial y el sistema carcelario. No podemos pensar en medidas aisladas. No podemos seguir poniendo más cámaras o policías porque las cosas no cambian, sino que crece la inseguridad. Porque el modelo policial y las cuestiones de fondo en el sistema carcelario y judicial no funcionan. Debemos hacer reformas, no medidas como lo que hace en la provincia.
Veo una carencia de ideas de ese paquete que compran todos con una necedad siguiendo a apostar eso. Lo vimos esta semana, el sistema penitenciario esta colapsando, es algo que viene de hace años.» Agregó.
Cuando se le consulto que debería reformarse en el poder ejecutivo y el poder judicial, manifestó «El poder ejecutivo debería formar cuadros técnicos formados en materia seguridad. Tenemos que dejar de improvisar. Los funcionarios en seguridad, de hace mucho tiempo, son operadores políticos o amigos. Llegan al ministerio a aprender y no podés aprender en un ministerio. La gran carencia de Tucumán es no formar cuadros en la materia. No hay muchos recursos porque la seguridad no se tomó en serio desde hace mucho tiempo.
Un ministro de seguridad debería ser un especialista en políticas públicas de seguridad, y alguien conocedor de los sistemas verticalistas de la policía, que entienda la idiosincrasia policial.
El poder judicial debería tener una capacidad de disuasión del delito mucho mayor. No podemos tener, un sistema judicial que condene 5 de cada 100 delitos que se cometen. Estamos motivando al delincuente y desmotivando al policía que tiene que arrestar a un delincuente. Es un sistema contraproducente para la motivación policial y beneficios para el delincuente. La diferencia con el sistema policial es que el poder judicial es un sistema que cobra muy bien, es un sistema ineficiente bien pagado».
“Hay que aplicar los instrumentos que ya existen, no hay que endurecer penas. No hay una empatía con la gente. Lo que le falta a la política y a la justicia es tener empatía con el ciudadano que es victimizado todos los días en la calle. Están en un microclima totalmente alejado de la realidad” agregó
Respecto a la situación de las PYMES en pandemia, manifestó “Estamos viendo consecuencias respecto al entramado productivo del país muy debilitado con números de desocupación mayores a la pre pandemia y con muchos sectores en etapa terminal, como el turismo, marroquinerías entre otros. El 48% de las empresas son pymes, 2 de cada 3 pertenecen a jóvenes sub 40. Las pymes representan el 70% del trabajo formal del país, no es un actor menor.
El desafío para las PYMES de hoy en día es sobrevivir en este mal momento, reinventándose en algunos aspectos, pero especialmente haciendo un plan de negocios muy afilado con una gran capacidad de adaptación mayor al cambio permanente a las reglas del juego”
En cuanto a las ayudas económicas del Estado Nacional para con las PYMES, opinó “Las ayudas que dieron desde nación sirvieron en parte, pero la crisis fue de tal magnitud, que fue insuficiente. Pretender de pagarle parte del sueldo a empresas que no facturan durante 10 meses va a impedir que cierre, es ilógico. Lo que sí, el sector PYMES no resiste otro tipo de medidas como el del año pasado sin lugar a dudas»
En la sección “PING PONG” respondió que “a la provincia la veía mal, que no hay seguridad” pero cuando se le pregunto si consideraba que debía renunciar el ministro de seguridad, respondió “que no tiene que renunciar”.
