El Poder y las limitaciones se mudaron de Casa Rosada al Ministerio de Economía
El último intento del Frente de Todos por relanzar su administración avanza plagado de obstáculos, los habituales recelos internos y un contexto social de tensión e incertidumbre.
A medida que la crisis avanza en Argentina, cada discurso y acción que provenga del Gobierno nacional y sus funcionarios suscita automáticamente rechazos en la mayoría de la población.
Ese clima se refleja por estos días en Casa Rosada, donde la atmósfera está repleta de sospechas cruzadas, desconfianzas, pujas internas, desorganización, y una notable capacidad de improvisación, que se potencia y se refleja cada vez más en los números de la economía.
Los esfuerzos de Sergio Massa por hacer anuncios permanentes no pueden romper el embrujo del pesimismo que anida entre los integrantes del Frente de Todos que deambulan por el Patio de las Palmeras, casi siempre con los ojos en sus celulares, o sumidos en notables charlas imaginarias con el fin de evitar a los periodistas acreditados y también a esos adversarios que hasta no hace mucho tiempo parecían aliados.

Massa destacó que el canje de deuda “permite aliviar la situación financiera del próximo trimestre”
El hecho de que el flamante ministro de Hacienda haya tomado el control de la Secretaría de Energía -con la salida de Darío Martínez y Federico Basualdo para poner en lugar del primero a Flavia Royón– es algo que tiene relevancia puertas adentro de la alianza gobernante y sus intereses estratégicos endógenos, pero no en el ciudadano común, ese que cuando circula por las cercanías de Balcarce 50 ve cada vez más protestas, cortes, marchas y acampes.
La situación social no parece importar mucho a los inquilinos de la sede del Ejecutivo, que permanentemente minimizan el incremento de la movilización callejera.
Alberto Fernández volvió de Colombia, luego de asistir a la asunción de Gustavo Petro, con una foto donde se lo ve en estado onírico en medio del evento internacional. Desde Olivos llegan voces que afirman que al presidente “le está costando levantarse”.
El día a día sin agenda, o con actividades formales, muestran a un mandatario que cada vez llega más tarde a los actos que su equipo le arma en la Provincia de Buenos Aires, fuera, o en el interior del país.
Recién el martes arrancó con la inauguración de un mercado de alimentos en los pagos del jefe de Gabinete de Axel Kicillof, el lomense Martín Insaurralde. Un acontecimiento que iba a tener como novedad la presencia de Massa. Sin embargo fue su entorno el que le sugirió no asistir luego de los “escraches” que sufrió el día de su asunción y en la provincia de Santa Fe.
La excusa fue que iba a monitorear un canje de bonos que se concretó por 2 billones de pesos. Un hecho que fue reflejado por gran parte de los medios como el primer “éxito” del ex titular de la Cámara de Diputados.
De la presentación en Lomas de Zamora quedó otra convocatoria presidencial a empresarios y sindicalistas con la finalidad de sellar un acuerdo en materia de precios y salarios por 60 días. Una fórmula que ya decepcionó en otras instancias de la administración frentetodista.
La causa judicial denominada “Vialidad”, que compromete a la vicepresidenta, Cristina Fernández de Kirchner, y la llevó a recusar al fiscal Diego Luciani –por una fotografía del abogado junto al juez Rodrigo Giménez Uriburu en un partido de fútbol en la quinta de Macri- parece no tener relevancia en Casa de Gobierno, salvo algún vídeo en redes de la vocera Gabriela Cerruti, que hizo una defensa de la senadora intentando que el delgado hilo que todavía la une al kirchnerismo (Máximo Kirchner) no termine por cortarse definitivamente.
La preocupación de los pocos dirigentes que aún rodean a Fernández -y que ahora miran al quinto piso del Ministerio de Economía- es bajarle el precio a la pérdida de reservas en el Banco Central, donde aún sobrevive (y no se sabe por cuánto más) un hombre propio: Miguel Ángel Pesce.
La flamante secretaria de Energía, Flavia Royon, en la exposición «Argentina Oil & Gas Patagonia» en la provincia de Neuquén.
De hecho fue el mismo presidente de la entidad el que salió a decir: “Hemos tenido niveles de reservas más bajos que este y pudimos afrontar la situación. Y lo mismo va a ocurrir en los próximos meses”.
En la sede de Gobierno miraron de reojo el índice de inflación que dio a conocer la Ciudad Autónoma de Buenos Aires, que fue de un 7,7% y un acumulado anual del 69,2 por ciento. La semana presagiaba un número preocupante a nivel nacional después de las remarcaciones que produjeron las turbulencias generadas por la renuncia de Martín Guzmán, el paso efímero de Silvina Batakis, y el desembarco inevitable del tigrense.
Incrementos en los alimentos que persisten y que van a continuar porque los proveedores ya adelantaron a sus clientes que las nuevas listas de precios vendrán con nuevos aumentos.
La localidad bonaerense de Salliqueló fue testigo el miércoles de la firma de contratos para el primer tramo del Gasoducto Presidente Néstor Kirchner. Esta vez Massa se hizo presente y fue el protagonista del acontecimiento, que tuvo como actores secundarios al presidente Fernández, Axel Kicillof (PBA), y sus pares de La Pampa, Sergio Ziliotto y de Neuquén, Omar Gutiérrez.
Allí el ministro de Economía justificó la caída de fondos del BCRA al señalar que se debe a la compra de energía que impone la guerra entre Rusia y Ucrania.
“Nuestra decisión fue soltar un poquito de reservas para garantizar la calefacción en casa, la computadora funcionando, las máquinas de nuestras empresas funcionando”, aseguró el líder del Frente Renovador.
En esa misma jornada, las organizaciones sociales no oficialistas -que integran el Bloque Piquetero Nacional- marcharon a Plaza de Mayo. Una bandera plantada en la esquina de Balcarce e Yrigoyen (en la esquina del Palacio de Hacienda), rezaba: “Massa atendé a los trabajadores”.
Le querían pedir el pago de un bono de $20.000 y la ampliación de cupos del plan Potenciar Trabajo. Los reclamos que se hicieron a viva voz en las puertas de la Rosada también repudiaban el acuerdo con el FMI y el consecuente ajuste que encabeza ahora el nuevo mandamás económico.
La convocatoria fue multitudinaria, y pese a eso -y la decisión de quedarse con carpas y pertrechos a pasar la noche en el lugar- sólo fueron recibidos por el director de Coordinación Institucional del Palacio de Hacienda, Lautaro Vicario, sin encontrar «las soluciones esperadas», advirtieron desde el Polo Obrero que encabeza Eduardo Belliboni.
El acantonamiento de los movimientos sociales concluyó al mediodía del jueves. Los organizadores no lograron que el jefe de Estado viera la situación desde el helicóptero al arribar a Casa de Gobierno porque este decidió partir desde Olivos -y por sexta vez como presidente- hacia la provincia del Chaco para encabezar la entrega de cien viviendas junto al gobernador local, Jorge Milton Capitanich.
En ese paraje, Fernández expresó: “Sé que tenemos muchos problemas que resolver por delante. No quiero quedarme con un discurso donde ustedes digan: ‘¿Este tipo no ve lo que pasa con los precios?’. Claro que lo veo. Por eso dejamos todas las paritarias abiertas para que los sueldos le ganen a la inflación, por eso ayer anunciamos el aumento para los jubilados y un bono especial para que le ganen a la inflación los sueldos de los jubilados”.
Una suba del 15,5% con un bono trimestral de entre 4 y 7 mil pesos, que esta vez no fue anunciado por el mandatario, como es costumbre, sino por Massa y Fernanda Raverta del ANSES a través de un comunicado acompañado de fotos y vídeo.
Hacía muchísimo tiempo que entre las paredes de Casa Rosada no se escuchaba hablar de la oposición. Desde 2020 que los únicos opositores que registraban los albertistas eran los cristinistas. “¿Escuchaste a la gorda Carrió?”, se preguntaban hasta en los baños de Balcarce 50.
De todos modos, el anuncio oficial del Índice de Precios al Consumidor, que dio un 7,4 por ciento en el mes de julio (el más elevado en 20 años), con un interanual que alcanza el 71% (el más alto en 30 años), determinó que el eje de debate y discusión volviera a ser el mal desempeño de la gestión económica de la coalición gobernante.
A mitad de semana, Juan Manzur volvió a convocar -esta vez a las 8 de la mañana- al Gabinete nacional. En esta ocasión y por primera vez con la presencia de Massa, quien llegó más tarde porque, según explicó, recibió otro horario para asistir; el de las 8:30.
Otro error: desde las usinas de información oficial se aseguraba que Fernández no participaría del encuentro. De repente e inesperadamente, descendió la nave a helices que lo dejó a metros del Salón Eva Perón. Los problemas de comunicación se reflejan hasta en esos mínimos detalles en el desarticulado eje de poder frentista.
La reunión no dejó mucho. Al terminar, y en conferencia de prensa, el ministro coordinador aprovechó cada una de las cinco preguntas que se le hicieron para expresar sus clásicos discursos de optimismo.
Sobre si habrá alguna medida que recorte los gastos de la clase política, el tucumano señaló que el ministro de Economía “ya ha anunciado una serie de medidas y acciones que se han traducido en instrumentos legales que tienen que tienen que ver con la austeridad”. Algo que en los hechos objetivos va en el camino contrario, ya que continúan los nombramientos e incorporaciones en el marco de las reestructuraciones administrativas del último mes.
Un cambio que muestra la impronta de CFK y Massa, fue el traslado de Fernando “Chino” Navarro de la secretaría de Relaciones Parlamentarias (con despacho en Casa Rosada) a la de Relaciones con la Sociedad Civil y Desarrollo Comunitario, a cargo de Juan Manuel Olmos, el ex jefe de asesores de Fernández que ahora es vicejefe de Gabinete.
Navarro queda así vinculado al Instituto Nacional de Asociativismo y Economía Social (INAES), donde su hijo, Juan Navarro, es el director.
Antes del cierre semanal, la portavoz Cerruti brindó su clásica rueda de prensa, ahora reducida a diez preguntas. De la misma quedó una frase que volvió a recibir críticas desde el massismo: “Hay una sensación de estabilización en la economía”.
El periodista que escribe este artículo la consultó con respecto al programa de Precios Cuidados que piensa restituir el secretario de Comercio Interior, Matías Tombolini. Un plan que no logró sus objetivos, ya que el proceso de remarcaciones persiste. La funcionaria -con rango de ministra- no supo o no quiso responder.
En el contexto del frenesí porteño, llegó desde la ciudad más austral del mundo (Ushuaia) a las galerías rosadas, la voz del gobernador de Tierra del Fuego, Gustavo Melella, quien pese a ser el que hace unos meses (que parecen años) se animó a ser el único mandatario provincial que avaló la –ya descartada- reelección de Alberto Fernández.
El fueguino declaró en una radio una advertencia dirigida al núcleo del FdT: “si seguimos con este descalabro no llega nadie a 2023”, y agregó: “Gran parte de la responsabilidad es de nuestro Gobierno, el Frente de Todos es el principal responsable”.
La sentencia tuvo como objetivo a su espacio e incluyó a los opositores, de los que expuso: “Acá hay algunos de la oposición que se sientan en un banquito en los canales de Buenos Aires y piensan que quedan bien”.
El presidente Fernández cerró el viernes con una visita a la Agencia Nacional de Discapacidad (ANDIS), donde entregó la pensión no contributiva número 200.000 y aprovechó para cuestionar las políticas en ese ámbito del macrismo.
Por su parte, Manzur, que siempre parte los viernes hacia su provincia de Tucumán, esta vez se quedó en la CABA. Desde que Olmos desembarcó como su segundo hay aprensión a dejar la silla a merced de los imponderables que hacen tambalear cada vez más cargos de peso, o de dirigentes de segundas y terceras líneas.
No caben dudas de que el mando se mudó de la Rosada y Olivos al Palacio de Economía, con comando estratégico en el despacho de la senadora Kirchner y el Instituto Patria. El problema es que también se trasladaron allí las mismas barreras e impedimentos que venían carcomiendo a la administración central.
Por todo esto, Massa termina la semana sin viceministro, retrasando el sistema de segmentación energética y procrastinando reuniones con actores políticos importantes como los sindicatos, empresarios, y la Mesa de Enlace, con la que a último momento tuvo un apurado cónclave este viernes en Los Cardales (PBA), donde los productores exigieron finalizar con las trabas a las exportaciones.
Está claro que el problema tiene poco que ver con los cambios de nombres, sino con la interna oficialista, que no permite dar prioridad y vigor al objetivo de mejorar la gestión.
