Gobierno anunciará la flexibilización del cepo a petroleras para acceder a divisas
Como anticipó Ámbito, Martín Guzmán encabezará un acto este martes a las 10.30 en Casa Rosada con petroleras, gobernadores y sindicalistas. Buscan crear un régimen cambiario especial para promocionar las inversiones en petróleo y gas.
La medida
El texto establecerá una línea base de referencia desde la cual se medirá el aumento de la producción. Podría ser la producción acumulada de 2021, pero también de los últimos 12 meses, desde abril de 2021 hasta marzo de 2022, según indicó el sitio Econojournal. Aún resta definir el porcentaje del incremental de petróleo sobre el que se podrá acceder libremente a las divisas.
En el proyecto de Ley que ingresó al Congreso en la última semana, y que llevaba la firma de legisladores patagónicos, se habilitaba el acceso a dólares sobre una alícuota base del 20% de la producción. Según Econojournal, el decreto que está en redacción podría ser más generoso y autorizar el acceso al MULC sobre un porcentaje mayor de la producción incremental.
En el caso del gas natural, se tomará como línea base la producción comprometida en el Plan Gas.Ar. Por sobre esa curva, se fijará una alícuota sobre la cual las productoras podrán tener libre acceso a las divisas equivalentes.
Con esta flexibilización del cepo, se busca incentivar las inversiones con nuevos ingresos de dólares desde el exterior, sobre todo de parte de las multinacionales, y que el capital aplicado a la producción no se limite al flujo de los negocios existentes en el país.
