Impuesto a las Ganancias:
El martes empieza el tratamiento en comisiones del Senado y el oficialismo espera convertirlo en ley en los primeros días de abril
El objetivo es que tenga un fuerte impacto en los ingresos de los trabajadores y jubilados durante ese mes..
Tras la media sanción de Diputados, el proyecto de modificación del Impuesto a las Ganancias llega el martes a la Cámara Alta, donde se iniciará el tratamiento en comisiones. Con los números seguros, el objetivo del oficialismo es convertirlo en ley la primera semana de abril para que tenga fuerte impacto en los salarios y haberes de ese mes de trabajadores y jubilados.

El Gobierno necesita un golpe de impacto en los meses previo a las elecciones primarias de agosto y, complicado por el manejo de la pandemia de coronavirus y los escándalos que rodean a la campaña de vacunación, confía en que con la nueva ley se potencie el consumo y se dinamice el mercado interno.
El debate por el mínimo no imponible del Impuesto a las Ganancias lleva varios años, pero finalmente un proyecto del titular de la Cámara Baja, Sergio Massa, llegó al recinto del Congreso y avanza con el aval del Gobierno. De hecho, la presencia del ministro de Economía, Martín Guzmán, durante el debate de este sábado fue un fuerte respaldo a la iniciativa que fue incorporando modificaciones.
“Con esta ley, 93 de cada 100 trabajadores y 996 de cada 1000 jubilados no pagarán Impuesto a las Ganancias”, aseguró Massa.
Los encuentros que Massa mantuvo con diputados de extracción sindical, con gremios y dirigentes sindicales fueron incorporando modificaciones al proyecto original, ampliando los beneficios para que más trabajadores y jubilados queden exentos o puedan sumar ítems para descontar el tributo. Además, durante la sesión en el recinto de la Cámara Baja se añadieron cambios de último minuto que deberá convalidar ahora el Senado.
El debate en Diputados logró 241 votos a favor, ninguno en contra y tres abstenciones y requirió de una sesión que se inició a las 23:30 del sábado y que terminó a las 7:48 de este domingo. El proyecto obtuvo el respaldo del Frente de Todos, Interbloque Federal, Unidad para el Desarrollo, Acción Federal, el Movimiento Popular Neuquino y mayoritariamente de Juntos por el Cambio, aunque las tres abstenciones correspondieron a ese interbloque de la oposición.
Los cambios que también debatirá el Senado
Al piso de Ganancias de $150.000 brutos para trabajadores y ocho haberes mínimos para jubilados, más la exención del medio aguinaldo para esos mismos ingresos y una serie de beneficios más, la Cámara de Diputados incorporó seis nuevos cambios que ahora deberán ser debatidos por el Senado:
- Que no esté alcanzado por el cómputo de Ganancias los bonos por productividad, con un límite de hasta 40% de salarios que no superen los $300.000 brutos.
- Incluir a los recolectores de residuos patogénicos a la prórroga de la exención en horas extras como lo está el personal de salud afectado por la pandemia de coronavirus.
- Quitar el límite de edad para las deducciones por hijo con discapacidad, cuando el proyecto original fijaba que se podía deducir hasta los 18 años.
- Incorporar la obligación de los expresidentes de pagar Ganancias por las asignaciones mensuales vitalicias que reciben.
- Que los suplementos que reciben las Fuerzas Armadas. como título o plus por zona desfavorable o desarraigo, no paguen el tributo.
- Excluir del pago de Ganancias las herramientas educativas para los hijos del trabajador con límites de hasta 40% anual y que incluye vestimenta escolar o materiales tecnológicos, como la adquisición de una computadora.
