Jorge Kiener, Secretario del Interior de UTA: «El problema es grave si no hay una mesa y no nos queda otra solución que tomar la medida de fuerza»
El Secretario del Interior de UTA, Jorge Kiener, se comunicó con el programa Café Prensa transmitido por Mi Radio FM 92.7 mhz y Radios Tucumán FM 88.1 mhz. Charlamos sobre la situación de los chóferes del interior y la posibilidad de un paro de 72 horas anunciado para el próximo martes.
«Primero quiero aclarar que es una paritaria que se empezó a discutir en febrero y comprende los meses de enero a agosto. Esto muestra la paciencia del ministerio de trabajo de la Nación, donde lamentablemente a pocos días de cumplir la conciliación no pudimos llegar a un acuerdo. Lamentablemente algunos actores no volvieron a participar, esto tiene que ver con COFETRA, el ministerio de transporte, Nación» dijo Kiener. Luego hizo hincapié en que «es la primera vez que no podemos juntar las partes en el Ministerio de Trabajo y de transporte para dar una solución a las paritarias y al sistema de transporte. Recordemos que la provincia en la época de Macri derogaron una ley que compensaba mejor la distribución entre la nación y las provincias ,aquí comenzaron los problemas.»
En esta línea el referente expresó que «vale aclarar que no es que los trabajadores del interior nos despertamos un día y decimos queremos tener el mismo salario del AMBA. Mentira, siempre lo tuvimos, la paritaria ya esta fijada hasta agosto y nos reuniremos para fijar desde septiembre en base a la inflación.»
Respecto al paro anunciado si no se resuelve la situación el lunes, Kiener aseveró que «la cuerda no se rompe a último momento, pero en esta oportunidad si las partes no nos sentamos es muy difícil llegar a un acuerdo. Nación ya fijó una postura sobre la base de un presupuesto para el interior de 46 mil millones de pesos incluidos en 12 meses.» También manifestó que los empresarios plantean que «solamente el aumento salarial es importante, porque la inflación es importante, y no compensan sus costos, toda esa serie de discusiones que la tiran en la mesa cuando hay una paritaria, porque ellos son de mucho hablar pero poco accionar. Tiran todo y nos vemos involucrados. Pero bueno, con paciencia y prudencia cuatro meses de discusión, no hay otra que ir a una medida de fuerza por que los trabajadores no van a ceder, están cansados y también del manoseo también».
Cuando se le pregunto si del sistema de transporte debía hacerse cargo el gobierno provincial y el municipio, el Kiener que «esto lo fijo el gobierno de Macri, porque antes los aportes salía de la nación que lo volcaba mediante el CCP y tenia un impuesto que era el SITAU que iba a un fondo que garantizaba la prestación de servicio, porque pagaba 30 de 100 pesos de combustible.»
Sin embargo, se refirió a la situación de la distribución entre el AMBA y el interior donde marcó que «el 60% lo llevaba el AMBA y el 40% al interior. Hoy el interior se queda con el 18% y el resto al AMBA. Pero esta discusión de escala que le corresponde a los gobernadores. Nosotros discutimos la parte del sistema que corresponde a los trabajadores»
También se expresó sobre la posibilidad de que los días elegidos para tomar medidas de fuera coincidieran con el Censo. EL referente explicó que «nadie lo hizo con intención de afecta el censo, se dio por la conciliación y los días de vencimiento. En la VOZ DEL INTERIOR salió el costo real del boleto sin subsidios, de un estudio de varias universidades que es de 200 pesos . El trabajador no puede pagar 200 pesos, de donde sale el resto que compensa. Muy pocos los quieren decir, de todos los subsidios que tuvo la Argentina, es el que mejor se manifiesta porque se traslada a quienes deben viajar en colectivo.»
«Ahora si a través de nuestros salarios y condiciones de trabajo, sin inversión, con mas años de prórroga, no es bueno. En Buenos Aires son lindos los colectivos pero en el interior no. Y eso no sucedía hasta el 2018 y el problema es grave si no hay una mesa y no nos queda otra solución que tomar la medida de fuerza» agregó.
En cuanto a la situación a la salarial de los chóferes de AMBA y del interior sentenció que «hasta hace dos meses era exactamente igual con un salario inicial de 100 mil mas un viatico diario de 15. Pero hoy con las paritarias que se afirmaron, en CABA se ira a 113, 121 en marzo, 127 en junio y 150 en julio. Y hay que volver a discutir en septiembre en base a la inflación.»
Respecto a lo ocurriría de no llegar a un acuerdo el lunes, Kiener manifestó «que habrá serán grandes movilizaciones dentro de las 72hs.Estamos coordinando con los secretarios generales y los 30 mil trabajadores para llevarlo adelante y hacernos escuchar. Pero vuelvo a insistir, esperamos cuatro meses con paciencia, y prudencia pero ya en la situación lo que menos pueden hacer es echar la culpa al trabajador. Acá tienen que fijarse por un lado los empresarios y por otro el poder nacional y provincial. En un país donde no podemos mantener el litro de leche por dos días al mismo precio, no es fácil mantener un sistema de transporte. Y eso a veces hace que los verdaderos actores se alejen y después las consecuencias la pagan los usuarios y los trabajadores».
Al finalizar explicó que aun no tenían definida la modalidad que usarían durante esos tres días y que es un debate que darán el fin de semana «con los secretarios generales, la verdad es que no queremos hacer nada. Esto debería arreglarse en una oficina, pero sino se llevara delante. Trataremos de organizarnos para causar le menor problema posible.»
