Kulfas celebró la Ley de cáñamo industrial y cannabis medicinal
“Nace una nueva industria en Argentina”
El funcionario, que fue quien impulsó la normativa, precisó algunas de las que tendrá en la regulación y disposiciones de las industrias en gestación.
Este jueves, la Cámara de Diputados de la Nación convirtió en Ley el proyecto que crea un marco regulatorio para el desarrollo del cáñamo industrial y el cannabis medicinal, una propuesta impulsada y confeccionada por el Ministerio de Desarrollo Productivo de la Nación.
Al respecto, el titular de la cartera, que es uno de los grandes apuntados por el ala kirchnerista en el marco de la interna oficialista, celebró a través de las redes sociales el avance del proyecto y explicó cómo funcionarán algunas áreas.
“Es Ley. Hoy nace una nueva industria en Argentina. Tenemos industria nacional de cáñamo y cannabis medicinal”, destacó Matías Kulfas, para luego agradecer al cuerpo de la cámara baja por aprobar “uno de los proyectos productivos que impulsamos desde el Ministerio de Producción”.
En este sentido, explicó que “con esta ley se crea el marco regulatorio para la producción y la comercialización de la planta de cannabis, sus semillas y derivados, para uso medicinal e industrial”.
Además, precisó: “Esto incluye la investigación científica y la promoción del desarrollo nacional de la cadena productiva”.
Así lo destacó el presidente de la Cámara de Diputados, Sergio Massa.
Según expuso el ministro, la normativa también crea la Agencia Regulatoria de la Industria del Cáñamo y del Cannabis Medicinal (ARICCAME): “Un organismo descentralizado que tendrá autarquía administrativa, funcional, técnica y financiera. Funcionará dentro del Ministerio de Desarrollo Productivo”.
La ARICCAME va a regular toda actividad económica de la cadena productiva del cannabis para uso medicinal e industrial: semillas; cultivo y cosecha; almacenamiento; distribución; comercialización; importación y exportación.
En tanto que, para promover la investigación científica, el organismo articulará con universidades públicas y organismos de ciencia y técnica de todo el país; y para apoyar a los emprendimientos, pequeños productores y PyMEs, trabajará con la SePyME en programas de financiamiento.
“Además, la ley crea el Consejo Federal para el Desarrollo de la Industria del Cáñamo y el Cannabis Medicinal”, informó el titular de Desarrollo Productivo. El mismo “estará constituido por un representante de la Nación, uno por cada provincia y uno por CABA, quienes cumplirán sus funciones de manera honoraria”.
Hacia el final, Kulfas sentenció: “Con esta ley se amplía y diversifica la matriz productiva nacional. Con esta ley ganamos todas y todos”.
