Esta mañana se presentó el proyecto de Ley de Tartamudez en la emotiva Jornada por la Tartamudez organizada por la diputada nacional Rossana Chahla en colaboración con las y los diputados Lucila Masin, Alejandra Obeid, Carlos Cisneros y Eduardo, Valdes con el objetivo de concientizar sobre los derechos de las personas con disfluencia, especialmente su derecho a la salud integral.
La apertura de la jornada estuvo a cargo de la diputada Chahla y del Ministro del Interior de la Nación, Eduardo ‘Wado’ de Pedro, junto a una presentación musical de “Luna Tucumana” interpretada por niños, adolescentes y adultos que acuden al Consultorio Público de Tartamudez de la provincia de Tucumán, al Grupo de Ayuda de Tartamudez Salta y el Grupo de Ayuda Mutua de Tartamudez de Chaco.
Luego los propios protagonistas contaron sus experiencias a partir de las vivencias, desafíos y logros; así como también se expusieron los proyectos presentados en la temática en la Cámara de Diputados de cara a una Ley Nacional de Tartamudez.
La diputada Chahla remarcó la importancia de avanzar en una ley integral e inclusiva de tartamudez y puso de relieve la experiencia de Tucumán, donde contó que se construyeron 23 centros de atención para darle accesibilidad y concientizar sobre esta patología.
“Queríamos estar en el Congreso junto a la comunidad de Tartamudez del país, autoridades, compañeros por estos niños, jóvenes y adultos que tienen sueños, tienen dificultades, dolores y vivencias. Cada historia de vida duele, pero no nos quedemos en el dolor, transformemos ese dolor en amor, transformemos ese dolor para que podamos dar respuestas a ese niño o niña que está en su casa, en su habitación, que no quiere salir porque está pensando cómo pedir un vaso de agua cuando sale. En cada lugar que haya un niño, un adolescente, un adulto que necesite ahí estaremos. Abramos puertas en cada una de las provincias. Ahí vamos a estar desde Tucumán donde nació la Independencia vamos a ayudar a toda la Argentina”, señaló.
El ministro del Interior, Euadrdo ‘Wado’ De Pedro, destacó la importancia de que el Congreso avance en la sanción de una ley integral de tartamudez y afirmó que se puede ser una sociedad “más empática y solidaria (…) Vamos a construir una Argentina mucho más igualitaria, más digna y tolerante. Vamos a generar las condiciones y me voy a encargar que gobernadores y gobernadoras hagan lo suyo y los vamos a apoyar”, aseguró el ministro desde el salón de los Pasos Perdidos de la Cámara baja.
El proyecto de Ley de Tartamudez busca garantizarles una vida digna a las personas con tartamudez o disfluencia creando un programa nacional que asegure la salud integral, la educación, la inclusión laboral, concientice a la población para evitar el bullying y acompañe a las familias.
Por su parte, el diputado Valdés informó: “Se estima que en la Argentina hay aproximadamente un millón de personas que tienen tartamudez y la reacción del entorno es determinante, tanto para su detección, como para su abordaje y tratamiento y, fundamentalmente, para su calidad de vida. El sistema de obras sociales debe cumplir con la ley y no dejar sin cobertura a las personas con necesidades especiales”.
También participaron y se comprometieron con la Ley de Tartamudez las diputadas Blanca Osuna y Tanya Bertoldi, el diputado provincial de Salta Omar Exeni y la presidenta honoraria de la Asociación Argentina de Tartamudez Beatriz Biain De Touzet, quien fue la fonoaudióloga del ministro Eduardo de Pedro.
