También colabora en operativos de control y de seguridad que se emplazan en el territorio junto a Gendarmería y al Grupo Operativo Motorizado (GOM).
Estas articulaciones son el producto de convenios, reuniones y pedidos que ha gestionado Noguera para colaborar ante las situaciones de violencia generadas por la criminalidad. Así, se ha aumentado la capacidad operativa para neutralizar las acciones de organizaciones criminales que procuran desarrollar sus ilícitos y afectar a la comunidad.
Por otro lado en 2019, el jefe municipal promulgó la formación de la Policía Municipal de Prevención Local y una Guardia Urbana Municipal Motorizada, las cuales realizan más de 1000 intervenciones mensuales .
En tanto, la ciudad cuenta con un moderno Centro de Monitoreo emplazado en la avenida Raya y Carbajal, que con un equipo de visualizadores dividido en turnos de 8 horas, donde se ve en tiempo real las calles y ante algún inconveniente percibido se actúa de forma rápida.
