Llegan los subsidios nacionales con fuertes recortes

El Ministerio de Transporte de la Nación publicó este viernes la resolución por la cual se retoman los envíos de subsidios nacionales al interior del país.
Y se materializan dos datos que habían sido adelantados por la prensa: el recorte en el monto de los subsidios y el fin de la prohibición a aumentar el precio de los pasajes.

Desde el Gobierno nacional destacaron el incremento de los fondos respecto a 2019.

La resolución 276/2020 establece el reparto de 4 mil millones de pesos para las jurisdicciones del interior del país. Se trata de un monto que surgió de la ampliación presupuestaria que el Frente de Todos aprobó en julio pasado, que sumaba 10.500 millones de pesos a los 6 mil fijados en el presupuesto.

Varios diputados del interior habían advertido que eran insuficientes, entre ellos el cordobés Paulo Cassinerio, quien dijo en el debate que para mantener los 1.625 millones de pesos mensuales que se giran al interior hasta diciembre, se necesitaban 13 mil millones de pesos, 2.500 millones de pesos más en una ampliación que superó los 1.8 billones de pesos.

Sin embargo, no logró torcer la decisión y se terminó materializando el recorte. Es más, diputados cordobeses del kirchnerismo hasta valoraron el aporte nacional pese a que sigue acentuando el reparto inequitativo entre el interior y el Área Metropolitana de Buenos Aires (Amba).

Como dato, dos meses de subsidios nacionales al Amba cubren los 16.500 millones de pesos que la Nación reparte en el transporte del interior.

De los 9 de cada 10 pesos en subsidios para el Gran Buenos Aires que había dejado la gestión de Mauricio Macri, se pasa a un aproximado de 8,50 pesos este año, pese a las promesas de mejorar los repartos de manera federal.

Volviendo a la resolución, se materializan los efectos de esa suba insuficiente que ya se advertía insuficiente. En lugar de recibir cuatro cuotas mensuales de 295 millones de pesos, Córdoba recibirá tres cuotas de 245 millones de pesos. Son 445 millones de pesos menos que no recibirán ni los interurbanos ni los servicios urbanos de todo el territorio provincial.

La “buena noticia” sería que en noviembre se recibirían dos cuotas juntas.

¿Cómo se subsanará esa baja? La pagarán de manera directa los usuarios. Es que la nueva resolución elimina la prohibición de aumentar el boleto que establecía la anterior.

En la resolución 196/2020, decía de manera explícita que no se podían incrementar las tarifas: “Las jurisdicciones beneficiarias deberán mantener las tarifas correspondientes a sus servicios públicos urbanos y suburbanos de pasajeros” como condición para recibir los subsidios.

Era una condición que replicaba el congelamiento tarifario de Amba, donde un viaje promedio ronda los 18 pesos, contra los 31.9 pesos del urbano de la ciudad de Córdoba.

En la Municipalidad y en la Provincia analizan aplicar incrementos desde diciembre. En el caso del interurbano, el último incremento fue en junio del año pasado. Según el estudio económico que presentó la Federación de Empresarios del Transporte Automotor de Pasajeros (Fetap) a la Legislatura, la tarifa debió incrementarse un 55 por ciento. La vuelta del servicio en los primeros días del mes que viene tendría un pasaje más caro.

En la Capital, la Municipalidad tenía la idea era aplicar un incremento desde enero. Pero el fin de la prohibición de los aumentos por parte de la Nación adelantaría los plazos a diciembre. El último incremento que registra el boleto del transporte urbano de Córdoba data del 1° de septiembre del año pasado, cuando pasó de 28 pesos a los 31,90 pesos.

Según los últimos estudios tarifarios, el costo arroja 102,57 pesos por boleto. No obstante, la administración Llaryora no aplicaría un incremento tan fuerte y la opción sería un boleto a 50 pesos.

Como sea, implicará ampliar aún más la brecha de lo que pagan en Amba para viajar y lo que pagan en el resto del país.

Qué dice la Nación

Mediante un comunicado de prensa, el Ministerio de Transporte, a cargo de Mario Meoni, valoró que “en su primer año de gestión ya asistió a las provincias del país con más de 16.500 millones de pesos, triplicando lo que las provincias recibieron durante el 2019”.

“Es importante remarcar que durante todo el 2019, se destinó menos de 6 mil millones de pesos para todo el país. En 2020, el Estado Nacional triplica ese monto logrando una asistencia económica de 16.500 millones de pesos”, se destaca en el texto.
