Los aumentos anunciados y por venir en marzo presionan al alza la inflación
Las subas en tarifas, alquileres, combustibles, prepagas, colegios, telefonía, internet y transporte, más la disparada en algunos alimentos y productos básicos, dejarán a los ingresos por detrás del incremento de precios. El acuerdo con el FMI, la falta de dólares, el exceso de pesos y el año electoral también suman un impacto negativo en la economía y en los bolsillos.
A punto de ingresar en el tercer mes del año, y con el grato recuerdo de las vacaciones atrás para los que pudieron disfrutarlas, la caras de preocupación vuelven a verse ante los desafíos nunca fáciles que trae marzo.
Los inquilinos saben que este es un mes clave para la renovación de los contratos cada vez más cortos y algo similar ocurre con la renta de los locales comerciales. Para los que arrancan, la oferta es poca y los precios para alquilar son cada año más inaccesibles.
Para los padres y madres con niños y adolescentes en edad escolar también es un momento clave, porque el arranque de clases implica gastos adicionales a los que irán surgiendo a lo largo del ciclo. Los que asisten a instituciones privadas le agregan matrícula, cuota y uniforme, además de las llamadas canastas escolares, viajes y viandas.

Como muchos convenios colectivos de trabajo no se rigen por el año calendario, sino por acuerdos por períodos que se extienden de un año al siguiente, toman la inflación interanual como medida y no el IPC general anual. Ahí también, algunos ganan y muchos pierden.
La inflación corre y los ingresos no la alcanzan
En ese sentido, y más allá de que la inflación de 2022 llegó al 94,8%, la de enero ya dió una variación interanual del 98,8% y la de febrero podría llegar al 110%. Ahí es donde se marcan los reales desfases entre el nivel de ingresos y la caída del poder adquisitivo en un momento.
Las paritarias anuales con estos niveles son impracticables, por eso se negocia por seis meses a lo sumo con cláusulas gatillo, por que de nada sirve ganarle a la inflación un mes y perder al siguiente. En esa dinámica, la variación negativa es la norma pero los gremios con menor poder y los asalariados informales poco pueden negociar.
Por otro lado, el Gobierno había adelantado que el objetivo de 2023 era bajar la tasa al 60% en todo el año, pero la experiencia diaria de los consumidores y las expectativas del mercado que releva el BCRA en sus encuestas plantean un nivel muy parecido al de 2022 o peor.
En enero el alza mensual llegó al 6% y para febrero se espera un valor cercano a ese (entre 5,5 y 7%). Marzo trae tantos aumentos que seguro será mayor: entonces, a la proyección anual del Gobierno le faltan muchos puntos o le sobra un trimestre, salvo que la actividad se siga enfriando por menor producción y consumo.
El objetivo del ministro de Economía Sergio Massa al asumir era anclar las expectativas, luego llegar a abril próximo con una inflación general que empiece en 3 y, más allá de que este año termina el mandato, lograr un horizonte descendente al 44% para 2024 y del 33% en 2025.
El asunto es que el acuerdo con el FMI y sus condicionantes generan un combo de por sí inflacionario y lo que es peor, como ya ocurrió durante la administración Macri, puede derivar en estanflación.
En 2021 se logró un rebote del 10% desde la brusca caída en la pandemia, el año pasado el crecimiento se partió al medio con un 5,2% y en este se espera alcanzar un tímido 2%.
Es cierto que el contexto global no acompaña, antes con la pandemia y ahora con las derivaciones de la guerra en Europa y su impacto global, pero el ralentizamiento de la actividad local y el sostenimiento de alta inflación alertan sobre el peligro de sumar estancamiento a la disparada de los precios.
Las canastas alimentaria y total treparon casi 110% en un año
Queda en claro hoy que si el Presidente busca reelegir o el oficialismo ser competitivo de cara a los comicios, la puja distributiva y la tensión entre ingresos e inflación no es accesoria sino central frente a las elecciones generales. Ambas van de la mano.
Más allá de los aciertos y errores de su gestión, y con una gran parte del electorado alejada del entusiasmo político de otras épocas, el Gobierno se juega gran parte de su futuro en esos temas vitales para gran parte de la población y sobre todo para los niveles de ingresos más bajos.
La variación de la canasta básica alimentaria (CBA) y de la canasta básica total (CBT) fue de 7,2% en enero y ambas mostraron un incremento superior al IPC general mensual. En ambos casos, el salto interanual se encuentra a uno y dos puntos de llegar al 110%.
La Encuesta Permanente de Hogares del tercer trimestre de 2022, publicada el miércoles pasado por el INDEC, reveló que la media del ingreso total familiar de los hogares del país ascendía a $148.651, mientras que el asalariado medio registrado percibía $102.247, el no registrado apenas $44.214 y el ingreso medio individual general era de $80.435.
A esto se suma la brecha de género, ya que la mujeres perciben ingresos medios 26,3% inferiores a los hombres con ocupaciones o en puestos similares. Santa Cruz y Chubut son las provincias con mayor brecha salarial entre hombres y mujeres en torno al 36%, seguidas por Córdoba y Buenos Aires en el orden del 29%.
Otra medición indica que en febrero el salario mínimo vital y móvil es de $67.743 y para quienes trabajan por hora el valor unitario es de $338,7, según lo fijado por el Consejo Nacional del Empleo, la Productividad y el Salario Mínimo, Vital y Móvil.
Los incrementos de marzo recalientan el índice
La inflación es un castigo para la cada vez más chica clase media y los sectores bajos ampliados: que un trabajador ocupado sea pobre por su nivel salarial es inconcebible. Que el promedio de los trabajadores registrados sin convenio, los informales y muchos monotributistas hayan perdido contra la inflación el año pasado también lo es.
Pero lo peor no pasó, como todos los años llega marzo y con él los fuertes ajustes de tarifas, servicios y contratos. Estos aumentos traen además un impacto en el índice de precios que el Gobierno quiere bajar en forma dramática al mes siguiente, pero que suele seguir alto porque arrastra la inercia del anterior y suma las subas del corriente.
Algunos aumentos que vienen en los próximos días están programados desde el año pasado, pero otros dependen de la evolución de la economía, los incrementos salariales, las subas de costos y del índice inflacionario en curso.
Por ejemplo, la actualización tarifaria de agua y saneamiento y del servicio de gas natural por red. En este caso, según la Secretaría de Energía los usuarios de gas medido tendrán una única actualización durante el año del 28,3%, que se hará efectiva con la factura de marzo. Así se descarga el IPC de abril, pero es un zarpazo al bolsillo en una cuota, sin escalones ni gradualismos.
Sin embargo, a este porcentaje se le agregarán luego los ajustes correspondientes a los servicios de transporte y distribución del fluido, que también tendrán impacto en el valor final de la factura.
Es decir, la suma de todos los componentes (transporte, distribución, precio del gas e impuestos) se hará efectivo con un incremento del 50% para el usuario de ingresos medios, los 2,6 millones de hogares que perciben menos de 3,5 canastas básicas.
Por el lado de AySA, los 984.000 usuarios del segmento medio, que tuvieron quitas progresivas dejarán de percibir subsidios a partir de marzo y pagarán la tarifa plena. Mientras que los 1,1 millón de usuarios del segmento bajo sólo conservarán el 15% de tarifa subsidiada hasta mayo próximo.
Las personas que tienen tarifa social o comunitaria quedan fuera de este esquema de recorte o eliminación de subsidio, y las que no la tienen todavía pueden solicitarla. El objetivo del Gobierno era y es bajar la carga estatal de gastos vía subsidios, sin embargo al incrementar las tarifas en un contexto como el actual también se presiona sobre la inflación.
O sea, se puede bajar el déficit fiscal pero se incide sobre el alza de los precios, ya que empresas e industrias trasladan estos costos al valor de sus productos y servicios, así como el aumento del combustible o la energía eléctrica.
Alquileres, transportes, colegios, combustibles…
Desde el 1 de marzo entrará en vigencia el aumento de los alquileres para los contratos anuales que deben renovarse en ese mes y la actualización por ley hace un promedio de la variación anual del IPC del INDEC y el nivel de salarios de los trabajadores que aportan a la seguridad social (RIPTE).
Un inquilino que firmó un contrato en marzo del año pasado por $60.000 lo renovará con un aumento del 89,6% interanual y pasará a pagar $113.760. En comparación con las renovaciones de febrero, que se realizaron con subas del 86%, las actualizaciones de este mes las superan en más del 3%. Pero si el corte es a partir del 16 de marzo, el incremento interanual crece al 91,89% y el nuevo valor trepa a $115.134.
El transporte público de pasajeros recibió el año con subas para los colectivos del AMBA, con un valor mínimo de $35, pero desde marzo a diciembre los básicos y tramos ya fijados se ajustarán cada mes según la variación del IPC GBA que marca el INDEC. Los beneficiarios de la Tarifa Social de la tarjeta SUBE continuarán con el descuento del 55% del valor pleno del viaje. En el resto del país los aumentos son mayores.
También el subte y el premetro recibieron la autorización de subir de forma escalonada en cuatro tramos, según informó la empresa concesionaria. El pasaje costará $58 en marzo, $67 en mayo, $74 en junio y $80 en septiembre. El premetro, por su lado, pasará a costar $20 desde marzo y en septiembre aumentará a $28.
Tras el acuerdo alcanzado en diciembre con el Ministerio de Economía, las petroleras tienen un tope de aumento por mes del 4%, pero en el marco del programa Precios Justos en marzo no podrán superar un alza de 3,8%.
Esta mengua es relevante, porque precisamente el combustible tiene una incidencia directa en los costos de la producción agropecuaria, industrial y en la distribución, además del transporte público y particular. Y, por lo tanto, en su carga inflacionaria.
A inicios de mes Economía invitó a los colegios privados a entrar en el programa Precios Justos y en el acuerdo, además del beneficio estatal para la compra de útiles de la canasta escolar, se negoció un aumento máximo para las cuotas: hasta 16,38% en marzo y ajustes del 3,5% por mes hasta el receso de julio.
La actualización mensual de las prepagas llegará al 7,66% en marzo (tras el 8,21% del mes anterior), para quienes perciban ingresos netos desde $392.562 (seis salarios mínimos, según RIPTE) y completen el formulario.
Para aquellos que tengan salarios por debajo de ese monto, el incremento será del 5,04% (luego del 4,91% de febrero), según la Superintendencia de Seguros de Salud.
Con el reajuste de marzo, los afiliados a empresas de medicina prepaga habrán tenido, en los tres primeros meses del año, una suba acumulada del 24,5% para quienes superan el tope y del 17,8% para los que no lo alcanzan. Esta nueva modalidad de ajustes por segmentación de asociados atada a su evolución de ingresos seguirá en vigencia hasta mediados de 2024.
A fines de diciembre el Enacom convalidó aumentos escalonados en los servicios de televisión por cable, internet y telefonía celular para el primer cuatrimestre de 2023 y mediante la Resolución 2393, estableció que las licenciatarias podrían aplicar un incremento escalonado de hasta el 17,6% en los precios minoristas entre enero y abril, tomando como referencia los valores vigentes al 31 de enero de 2022.
Una semana después, y viendo que las operadoras de esos servicios, le daban aviso a sus clientes de los incrementos en la próxima factura por vencer, el Gobierno recalculó y mediante la Resolución 2494/2022 fijó que los aumentos se escalonan en cuatro veces (y no en dos como estaba previsto) y se fijó un tope de hasta el 4% mensual.
Sin embargo, los usuarios de las dos mayores prestatarias de estos servicios recibieron incrementos superiores a ese valor máximo con sus facturas de enero, ya que las empresas hicieron valer sus cautelares ante la justicia para no ser tomadas como que brindan servicios esenciales e impusieron subas del 20 al 30% de movida.
