Mañana los concejales de la capital estarían aprobando el proyecto complejo semaforizado Capital y Yerba Buena
La rotonda de Camino del Perú y avenida Belgrano dejará de existir y en su lugar se ensanchará la ruta 315 y se realizarán obras pluviales para evitar anegamientos. Los trabajaos, que requieren una inversión de $56 millones, serán costeados por ambos municipios.
El intendente de San Miguel de Tucumán, Germán Alfaro, y su par de la vecina ciudad de Yerba Buena, Mariano Campero, firmaron un convenio marco para avanzar en la remoción de la rotonda de la avenida Belgrano y Camino del Perú, con el objetivo de mejorar las condiciones de circulación en ese sector neurálgico, que marca el límite entre ambos municipios.
El acuerdo, que fue rubricado este miércoles en la sede de la Intendencia capitalina, ubicada en 9 de Julio y Lavalle, contempla la remoción total de la rotonda que está emplazada en la intersección de las avenidas Belgrano, Presidente Perón y Camino del Perú.
El intendente capitalino indicó que se decidió avanzar con el proyecto en atención a un constante reclamo por parte de vecinos de ambas ciudades “debido a que se perdía mucho tiempo en la rotonda por el tránsito”. Por ende, “uno de los objetivos fundamentales de la remoción de la rotonda es colocar un complejo semaforizado para darle una mejor transpirabilidad a la zona”, explicó.
Alfaro informó que se realizó un llamado a licitación y se estima que las obras demandarán dos meses hasta su finalización. “Para llevar a cabo este trabajo en conjunto, los recursos económicos son puestos por ambos municipios en partes iguales”, detalló.
Por su parte, Campero aseguró que esta obra impactará positivamente en todo el Gran San Miguel de Tucumán. Y precisó que el proyecto “no sólo consiste en demoler la rotonda, ya que debajo de ésta hay un gran vacío, por lo cual, la infraestructura de la obra tendrá características similares a las de un puente”.
El intendente de Yerba Buena recordó que el sector de la rotonda de avenida Belgrano y Camino del Perú “es un punto muy conflictivo, donde colapsa el tránsito en horarios pico, por lo que con esta obra se permitirá mejorar la fluidez de la circulación vehicular y habrá una mejor comunicación con el Gran San Miguel de Tucumán”. Por último, resaltó que “cuando dos gobiernos locales trabajan en conjunto, el gran beneficiado es el ciudadano”.
De la firma del convenio también participaron el secretario de Gobierno de la Capital, Rodolfo Ocaranza, y el jefe de Gabinete de la Municipalidad de Yerba Buena, Manuel Courel.
Ocaranza manifestó que “iniciamos estas conversaciones hace 2 años con el secretario de Relaciones Institucionales, Ing. Javier Jantus, el subsecretario de Gobierno, Eduardo Presbich, por parte de la intendencia capitalina y Manuel Courel por parte de la municipalidad de Yerba Buena, con quienes finalizamos el proyecto definitivo y obtuvimos la aprobación de la Dirección provincial de Vialidad ,ya que es terreno y jurisdicción de la provincia esa zona, pero como la demanda social es de ambos municipios, decidimos encarar en conjunto el trabajo y los gastos de la obra, que se calculan en 54 millones de pesos”.
Detalle de la obra
De acuerdo a la memoria descriptiva de la obra, se eliminará la rotonda, “y se diseñará una tipología muy frecuente en las esquinas de avenidas de las ciudades modernas, a la cual los conductores se encuentran habituados, que consiste en una intersección con semáforos con tres carriles por cada salida, el carril derecho se utilizaría para giro libre y la trocha izquierda para giro a la izquierda y paso directo”.
Para materializar el proyecto es necesario el ensanche de la ruta 315 situada en el sector norte de la intersección, ya que actualmente hay una calzada con dos trochas. Por tratarse de una Ruta Provincial que todavía no tuvo su correspondiente tratamiento urbano, la zona de camino es amplia, pero en el sector Oeste se encuentra un canal profundo muy cercano a la calzada por donde circulaba anteriormente el arroyo Caínzo. Por este motivo el ensanche proyectado se encuentra hacia el lado Este de la ruta totalmente.
“La eliminación de la rotonda y semaforización del cruce se acompañará con la readecuación de los separadores de tránsito existentes en avenida Pte. Perón y Av. Belgrano y se construirán los separadores faltantes sobre el Camino del Perú y las isletas necesarias para separar los carriles de giro libre”, agregaron.
Además, a los efectos de reducir el riesgo de anegamiento del sector se ejecutará en la calzada norte de avenida Presidente Perón, un sistema de desagües pluviales integrado por: Cámara de Imbornales, Fosa de Captación y Conducto de Conexión a Colector Existente.
Una vez retirada la rotonda, se harán los trabajos necesarios para brindar a esta intersección de alto tránsito, una iluminación adecuada que brinde seguridad tanto al tránsito vehicular como al peatonal. A tal efecto se contempla el reacondicionamiento y Puesta a cero de las instalaciones existentes. Se prevé el Reacondicionamiento y Puesta a Cero de todas las columnas metálicas en el área de Incumbencia. Se reacondicionarán las columnas metálicas existentes verificando su Aplomado y alineación, realizando los trabajos de repintado de las mismas y reposición de elementos faltantes o dañados.
El proyecto comprende el desmontaje de la actual instalación semafórica, y todos los trabajos necesarios para la instalación completa en su nuevo emplazamiento, como así también la puesta en operación del cruce, el cual constará de cuatro fases con cuatro movimientos eléctricos. De los materiales existentes en la actual instalación se reutilizarán el controlador, las columnas y los cuerpos instalados, y se adicionarán cuerpos para giro en pescante como en repetido.
