De acuerdo con un informe técnico publicado en la web oficial de la Secretaría de Energía, se identificará al «10% de mayor capacidad de pago» a partir de la combinación de información relativa al patrimonio con información de ingresos disponibles en el Sistema de Identificación Nacional Tributario y Social (SINTyS).
- Vivir zonas geográficas que sean consideradas polígonos de alta capacidad de pago identificados por el Ente Nacional Regulador de la Electricidad (ENRE) en base al valor del metro cuadrado. Esto incluye a los barrios privados.
- Tener un ingreso que supere el valor de 3,5 Canastas Básicas Totales (CBT) para el caso de un hogar compuesto por cuatro integrantes. Este valor fue de $314.000 a marzo.
- Tener aviones o embarcaciones de lujo.
- Tener 3 o más inmuebles registrados.
- Tener 3 o más vehículos automotores de antigüedad de cinco años o menor.
En relación al umbral de ingresos, se los considera “lo suficientemente amplios como para no cometer errores de exclusión significativos”. De todos modos, agrega que “la cantidad de CBTs analizadas como umbral se puede modificar en función de reducir los errores de inclusión en los segmentos de menores subsidios o incrementar el alcance de dicho segmento”.
En cuanto al resto de los usuarios, el segmento medio recibirá una reducción parcial de los subsidios mientras que los sectores de menores ingresos continuarán con los subsidios.
De acuerdo con la metodología definida, el universo estimado de titulares que dejarían de percibir los subsidios en el Aream Metropolitana de Buenos Aires es de 921.778 en el caso de la energía eléctrica y de 760.600 titulares en el caso del gas residencial.
Los usuarios que sean afectados por la quita de subsidios y consideren que no les corresponde dispondrán de un mecanismo “ágil” para hacer el reclamo y solicitar que su situación sea reconsiderada. Además, se tendrán en cuenta los casos de usuarios a los que no les corresponda pertenecer a este 10% a pesar de haber sido identificado por alguna de las metodologías anteriores.
De acuerdo con el informe, el esquema actual, que otorga subsidios de manera universal al precio mayorista de la energía, sumado a que el consumo de electricidad y gas natural se correlaciona con el ingreso de los hogares, implican que el subsidio es “pro-rico y progresivo: las personas de mayor ingreso resultan las más protegidas por la política”. “Cuando los subsidios presentan un comportamiento pro-rico significa que existe espacio para revisar su incidencia distributiva en función de reducir los errores de inclusión”, añade.
El informe identifica que el gasto en energía en relación al ingreso es sustancialmente más alto para los hogares más pobres. En este sentido, sugiere que la eliminación de los subsidios en los deciles de altos ingresos “no tendría un impacto significativo en el ingreso disponible en estos sectores”.
