En el Instituto Patria hay una lógica que baja con un verticalismo concluyente: “Que los aumentos los anuncien ellos, son los que los deciden, nosotros, lo que tenemos que hacer, es salir a cuestionarlos sin impedirlos».
A pesar de que todavía queda un año y medio de la administración de Alberto Fernández, en Balcarce 50 se percibe en el aire la sensación de que las cartas están echadas. No importa lo que se diga para la tribuna, -salvo siete personas del entorno presidencial- el resto confiesa con gestos y comentarios que hacen en privado, el clima de zozobra, de desgaste, de extraña tensión saturada, que de tantas altas y bajas, se deshilacha impiadosa.
En ese clima, los viajes del titular del Ejecutivo fuera del país tienden a potenciarse. Después de la gira europea, que no dejó más que fotos y una serie de declaraciones dirigidas a la interna del Frente de Todos, el Mandatario retomó su agenda aérea visitando el Paraguay, donde la excusa fue recorrer obras del brazo Aña Cuá de la Central Hidroeléctrica Yacyretá, y una entrega de viviendas junto a su par guaraní, Mario Abdo Benítez.
“Es que Alberto está agotado, prefiere alejarse del cambalache con el kirchnerismo y dedicarse a los temas internacionales, más desde que lo tiene a Santiago (Cafiero) como ladero en la Cancillería”, opina un colaborador que no reniega de las atribulaciones que recaen sobre su jefe. Por eso es que todos sabían que pocas cosas deseaba tanto Fernández, como asistir a la Cumbre de las Américas en calidad de presidente pro témpore de la Comunidad de Estados Latinoamericanos y Caribeños, y encontrarse con Joe Biden.
En busca de ese fin, hubo que ejecutar un mix que mezcló discursos en defensa de Nicaragua, Cuba y Venezuela -frente al rechazo de los Estados Unidos para que asistan al evento-, y lobbismo diplomático en busca del anhelado encuentro con el líder demócrata estadounidense. Desactivada la contracumbre de la CELAC, fueron Nicolás Maduro y el mexicano Andrés Manuel López Obrador, quienes dieron vía libre al sueño albertista, así que el 7 de junio Fernández va aterrizar en Los Ángeles y posteriormente, en Julio, estará en la Casa Blanca.
Esa necesidad de distanciamiento con la política vernácula tiene que ver con la imagen que devuelve el espejo de la baja que sufre su figura en las encuestas, y también las permanentes críticas mediáticas, que ahora sumaron las diatribas de los grupos comunicacionales –otrora- amigos.
Parte de esa bronca contenida, y que él prefiere no descargar públicamente en el cristinismo (con el que entiende que encontró la fórmula de conceder a través de Sergio Massa), la derrama sobre el enemigo común, Mauricio Macri. El antecesor que celebra ese destino que lo ayuda y eleva en su propia puja endógena en Juntos por el Cambio.
El desborde que protagonizó Fernández en un acto de inicio de obras en la localidad bonaerense de Cañuelas, donde gritó desaforado contra los “ladrones de guantes blancos” de Cambiemos, generó risas sarcásticas en los pocos bunkers camporistas de Casa Rosada.
El grupo -cada vez más reducido- al que se denomina “albertismo”, infiere que en el Patria aguardan la caída de Martín Guzmán cuando se cumpla el vaticinio de la vicepresidenta Cristina Kirchner, quien en base a los datos que recibe de sus asesores económicos, prevé que no habrá freno a la inflación. De hecho, dejó que Juan Manzur, para ella ni albertista ni cristinista, sino manzurista, anunciara otro de los aumentos que se vienen con las tarifas de luz y gas. Hablamos de los boletos del transporte en la CABA, que inevitablemente recaerán sobre el territorio en el que ella tiene predominio, pero donde el fragmentado Movimiento Evita de Emilio Pérsico (alineado al Presidente), pretende darle batalla electoral en distritos claves como La Matanza.
En esa línea, las subas en prepagas, alquileres, y hasta en los abonos de Netflix, serán, según la lectura de la Senadora, el pasaje de salida inevitable para el discípulo de Joseph Stiglitz del Palacio de Hacienda, sobre el que desde la renuncia de Roberto Feletti, recaen todas las responsabilidades en materia de precios, junto a su amigo y nuevo secretario de Comercio Interior, Guillermo Hang.
El miércoles, bien temprano, Manzur convocó a otra reunión del Gabinete Nacional, y en rigor de verdad, pasaron más cosas fuera del cónclave que en él.
La portavoz, Gabriela Cerruti -ahora a cargo de la Secretaría de Comunicación y Prensa de la Presidencia- quitó de la agenda de esa mañana lo único interesante que se planteó en la rueda de prensa posterior al encuentro: que el Gobierno garantizaba que estaban los dólares para solucionar la falta de gasoil que tiene casi paralizado al transporte de carga en ocho provincias del norte.
Lo que pasó es que la funcionaria (con rango de ministra), perdió los estribos cuando los periodistas acreditados permanentes en Casa de Gobierno hacían el clásico sorteo previo a la conferencia, en la que sólo se permitirían tres preguntas. Para ella hubo una suerte de “conspiración” que buscaba retrasar la rueda de consultas, cuando en realidad quienes más bregan porque eso se cumpla somos los que trabajamos en la histórica sala del primer piso del edificio gubernamental.
No hubo aviso anticipado de que estaba todo dispuesto, y de una manera violenta -que nunca se vio en Casa Rosada- Cerruti subió y exigió a los gritos que teníamos que bajar porque estábamos haciendo un papelón. “Me importa un carajo que estén haciendo un sorteo”, espetó desencajada, y agregó: “¿qué pasa si llamo a sus jefes y les digo que no bajan?, amenazó (…) “son unos irresponsables”, vociferaba enojada mientras arreaba a los más de 20 periodistas que bajábamos por las escaleras de mármol de Carrara sin dar crédito a lo que estaba sucediendo.
La denuncia que hicimos por el maltrato en las redes sociales se viralizó rápidamente y la vocera sentenció a las horas: “A partir de ahora no voy a tener contemplación con quienes (conforme su particular criterio) no sean profesionales”. En definitiva, un incidente preocupante que vuelve a poner en tela de juicio, el hecho de que se estén respetando las libertades constitucionales que asisten a los reporteros de la Casa. Esperemos que este sea un punto de inflexión para mejorar la tarea periodística y que lo ocurrido quede, solamente, como una desgraciada anécdota, culminando de esa forma los intentos de disciplinamiento mediante la extorsión de quitar acreditaciones (y/o) no democratizar el acceso a la información.
Esa tarde, el presidente Fernández asistió al 77° aniversario de la fundación del Sindicato de Mecánicos y Afines del Transporte Automotor (SMATA). En ese lugar aprovechó para renovar su llamado a la unidad del oficialismo al afirmar que “los compañeros que plantean disidencias no pueden ser los enemigos”, y sostuvo que “tiene razón la marcha (peronista) cuando dice que ‘todos unidos triunfaremos’”, porque cuando hubo divisiones “ganó (Mauricio) Macri”. Ese axioma es el que el Mandatario postula puertas afuera, absolutamente diferenciado del que, según allegados, manifiesta entre las paredes de Olivos.
La actividad más destacada del jefe de Estado -el jueves- pasó por recibir a 13 gobernadores peronistas con el fin de afianzar el proyecto que intentará ampliar la Corte Suprema a 25 integrantes, dentro de un esquema “más federal”, consignaron los mandatarios provinciales. Algo que muchos resisten, especialmente sus pares de otras fuerzas, inclusive algunos oficialistas. Los planteos externos pasan por criticar que ese no es un tema que esté en la agenda de la sociedad, pero sí en cuestiones judiciales que atañen a los intereses del Poder de turno.
Por la mañana, la portavoz Cerruti dio su habitual conferencia de prensa, en la que aseguró que se cumplirán las metas con el FMI, «a pesar de todos los agoreros”. Con respecto al juicio negativo que hace una parte de la población por el apoyo que la administración Fernández le da a “autocracias como Nicaragua, Cuba y Venezuela”, le planteó un periodista que pidió explicaciones para los argentinos, la funcionaria evaluó: «No creemos que sea una pregunta que se haga en la calle el ciudadano argentino».
Hablando de temas que tienen prevalencia en la gente, PolíticayMedios la consultó sobre cuándo entiende que la corporación política va a bajar los gastos innecesarios, esos que la gente considera privilegios y que le son reclamados a otros sectores (con pagos de impuestos, entre otras cosas) a la clase media, empresarios y exportadores -ya que el resto es pobre o indigente-. A ese respecto Cerruti señaló que «en la agenda del Gobierno está permanentemente lo que habla la gente en la calle, y tenemos una constante, un caminar por el país y tenemos una constante recepción de todo lo que dicen tantos los intendentes como los gobernadores de cuáles son los temas que más preocupan a los argentinos y a las argentinas, y estamos permanentemente avanzando en la resolución de esos temas». Quedó claro que no es un tema de debate en la totalidad del funcionariado.
En el contexto de la misma pregunta, la e diputada reconoció: «Entendemos que seguimos con el problema fuerte de la inflación, que como todos saben, después del pico de marzo (del 6,7%), está descendiendo. Esperamos que esta sea una senda que se continúe, tenemos algún tipo de expectativa al respecto y también entendemos que todas las medidas que se están tomando al respecto a los salarios, Ganancias, Monotributo, paritarias, hacen que se refuerce el salario». Un dato no menor, ya que el rumor en las galería de la Rosada es que Guzmán tiene un plazo de tres meses para demostrar que puede cumplir sus promesas, sino sería probable que se lo reemplace de cara al año electoral que se avecina.
Sobre el final de la penúltima jornada de la semana, se supo que Cristina Kirchner participaría del acto en Tecnópolis, donde este viernes se celebran los 100 años de YPF (Yacimientos Petrolíferos Fiscales). Fernández tenía esa actividad en agenda, pero a partir del anuncio que llegaba a través del asesor de la jefa política del FdT, Hernán Reibel, comenzaron las dudas en el equipo de comunicación presidencial. Que si, que no, que no estaba confirmada, etc. Hasta que finalmente se impuso el criterio de no ceder la ocasión a las reprimendas kirchneristas.
Todavía hay quienes creen en la posibilidad de un “reencuentro”. Obviamente nos referimos a militantes que no están en las mesas decisorias. También están los que -en el terreno del conspiracionismo- creen que las luchas intestinas de la alianza gobernante forman parte de un acting para llegar con más opciones al 2023. Una teoría que no se sostiene cuando se ve el posible caudal de votos que el frentismo perdería por este “debates de ideas”, como apuntó la propia CFK.
