Presentaron el pedido de juicio político contra Nicolás Trotta
Los legisladores consideraron que el ministro de Educación tiene “erráticas, improvisadas e incongruentes decisiones y políticas”, y lo acusaron de “ceder la gestión en algunos sectores gremiales”.
Con motivo de la vuelta a las clases virtuales por dos semanas en el AMBA, a partir de lo anunciado por el presidente Alberto Fernández, la oposición estalló contra la medida y las críticas recayeron especialmente contra el ministro de Educación, Nicolás Trotta, quien horas antes había garantizado ante el Consejo Federal de Educación mantener la presencialidad en las aulas como prioridad.
Desde la Cámara de Diputados, el bloque de la Coalición Cívica presentó este viernes un pedido de juicio político contra Trotta, por “el daño irreparable que su impericia, falta de planificación e irrazonabilidad viene causando en el sistema educativo argentino”.
Los legisladores cuestionaron “la irrazonable decisión de cerrar todo el sistema educativo del país sin ningún tipo de distinción y análisis epidemiológico por provincias o localidades durante 2020” y que “ante la evidencia científica e indicadores educativos no privilegió la modalidad presencial y a la escuela como el lugar más seguro que podemos ofrecer a los estudiantes, docentes, no docentes y familias”.
En el proyecto de resolución presentado, y que encabeza Maximiliano Ferraro -presidente de la CC-ARI-, consideraron que el funcionario “tuvo el tiempo y recursos presupuestarios necesarios para poder preparar y acondicionar las escuelas y mejorar la infraestructura ante la segunda ola de la pandemia”, al tiempo que criticaron “la decisión de ceder la gestión y la política educativa en algunos sectores gremiales y corporativos”.
También lo acusan de “erráticas, improvisadas e incongruentes decisiones y políticas educativas que agravaron la desigualdad y los niveles de aprendizaje, que le fueron advertidas por diferentes actores del mundo científico y pedagógico y nunca tomó en cuenta”.
Para los diputados del interbloque Juntos por el Cambio, el ministro desconoció que “la virtualidad tiene un límite y es complementaria a la presencialidad, y más aún cuando se observa que un 19% de los alumnos de educación primaria no tiene acceso a internet”. Entre los motivos que enumeran para iniciarle un juicio político, conforme lo establece el artículo 53 de la Constitución Nacional, le apuntan “la negación de asistir al Congreso de la Nación para brindar información, a la vez que tampoco garantizó el adecuado acceso a la información pública” e “incumplir su compromiso como presidente del Consejo Federal de Educación de asegurar la presencialidad educativa, tomado en acuerdo con los ministros de todas las jurisdicciones”.
“Como máxima autoridad educativa de la Nación no agotó todas las instancias e instrumentos necesarios a su alcance para garantizar el derecho a enseñar y aprender, la presencialidad y no obstaculizar la sociabilización y bienestar emocional de los/as estudiantes”, agregaron los legisladores y aseguraron que “ha dejado de cumplir su responsabilidad primaria de garantizar la obligación indelegable del Estado de asegurar el derecho humano y social a la educación”.
En los considerandos de la iniciativa, que será girada a la Comisión de Juicio Político que preside la oficialista Josefina González -con lo cual es muy poco probable que se habilite su debate-, los diputados recordaron que en marzo del año pasado el ministro “fijó criterios para el aislamiento de casos confirmados o sospechosos y el cuidado de las personas de riesgo en la continuidad del dictado de clases”, pero cuatro días después el presidente dictó el aislamiento social, preventivo y obligatorio, “obligando a la suspensión total de las clases, medida que fue prorrogada hasta el 6 de noviembre”.
Los legisladores de la bancada referenciada en Elisa Carrió remarcaron que lo ocurrido durante 2020 en materia educativa “es preocupante y alarmante debido a los efectos que se produjeron en los sistemas educativos jurisdiccionales como la profundización de las desigualdades, brechas digitales, riesgo de abandono escolar y niños y jóvenes desvinculados de la escuela”.
Además, sostuvieron que según recomendaron UNICEF, UNESCO y Banco Mundial “las escuelas deben ser lo último en cerrarse debido al impacto que produce dicha decisión en la comunidad pedagógica de los estudiantes”. “Según UNESCO sólo 27 de 210 países han decretado el cierre total de sus escuelas a nivel nacional, afectando al 10,1 % de los estudiantes matriculados del mundo. Mientras que la mitad de los países han decidido mantener sus escuelas totalmente abiertas y 62 han definido cierres parciales”, continuaron.
Citando cifras de la Ciudad de Buenos Aires, los opositores detallaron que “al cumplirse un mes desde la vuelta a las aulas, se verificó un presentismo del 89% y más de 45.056 burbujas funcionado. Se contabilizaron 1.215 casos confirmados de Covid-19 entre más de 700 mil estudiantes, personal docente y no docente. Esto representa apenas el 0,17% del total de la comunidad educativa. Un total de 494 burbujas debieron ser aisladas, es decir, el 1,09% del total”.
Finalmente, recordaron que Trotta ratificó ante el Consejo Federal de Educación priorizar la presencialidad de las clases, mientras que horas después el presidente anunció la suspensión de las clases presenciales y la vuelta a la educación a distancia por dos semanas, hasta el lunes 30 de abril. “Esta manifiesta y grave falta de coordinación entre un presidente y su ministro es una afrenta a millones de personas, niños y niñas que se verán afectados por sus decisiones arbitrarias, intempestivas e irrazonables y contrarias a la evidencia científica que hemos detallado y son de público conocimiento”, señalaron.
