Quienes apoyan a Alberto cuidan sus cargos y no la gestión
A estas alturas, en el Instituto Patria entienden que quienes respaldan a Alberto Fernández procuran mantener sus cargos y no mejorar la distribución del ingreso.
El clima bélico que persiste en el oficialismo quedó registrado en las actividades que se realizaron el Día del Trabajador. Sin embargo, hubo diferencias que hay que destacar. El acto de las organizaciones sociales albertistas en la 9 de Julio planteó un escenario muy diferente al de La Cámpora, que se mantiene integrada. Entre las agrupaciones, ahora con sede en el propio Ministerio de Desarrollo Social, donde están El Movimiento Evita de Emilio Pérsico y Fernando “Chino” Navarro, Daniel Menéndez de Barrios de Pie, la CCC de Juan Carlos Alderete, el MTE de Juan Grabois (todas nucleadas en la UTEP) y la Túpac Amaru de Milagro Sala atraviesan muchas diferencias y disputas en el territorio, donde Cristina Kirchner conserva su Poder (segundo y tercer cordón del Conurbano), e inclusive lo ha ampliado al alejarse de la administración de Alberto Fernández.
Las luchas son por el manejo de los recursos y los planes del Potenciar Trabajo. No es casualidad que se hayan efectuado más de 5 mil denuncias en la cartera que dirige Juan Zabaleta, de beneficiarios que reniegan de esos punteros políticos que los someten con extorsiones y amenazas, obligándolos a marchar, inclusive, en contra de quien consideran su jefa política. Más de 150 mil exigen el cambio de unidad de gestión para no ser más rehenes de muchos de los nombrados.
La semana arrancó con un lunes complejo en Casa Rosada. Por tercera vez en el año, los acreditados en la sede del Poder Ejecutivo se quedaron sin huella digital de ingreso al palacio de Gobierno para realizar sus funciones. El clima se puso más tenso aún cuando, bajo la promesa de solucionarlo en 10 días, también se les impidió la entrada en una actividad que el jefe de Estado desarrollaba a la mañana en el CCK: la apertura del Encuentro Internacional por la Vivienda, el Ambiente y el Hábitat Popular.
Hubo reclamos debido a esta tensión que impera desde la llegada de Juan Pablo Biondi -que persistió con su salida- y continúa ahora bajo la responsabilidad de la flamante Secretaria de Comunicación y Prensa de la Presidencia, Gabriela Cerruti. De todos modos, esta manera de intimidar y poner en duda la continuidad de las credenciales de varios profesionales que no siguen el libreto oficial se mantiene bajo la incertidumbre de casi dos meses de prórroga y es muy probable que el 1 de julio se inicie “la purga”, como la llaman algunos, que seguirá potenciando el atropello a la Libertad de Expresión en el centro neurálgico de la información en la República Argentina.
Después de reclamos de todo tipo, la comandancia del área tuvo que bajar las restricciones y la prensa pudo entrar al Parque Colón, donde Fernández encabezó el evento donde se anunció el proyecto de ley que establece que los períodos de licencia pasen a ser cubiertos por la seguridad social y no por la parte empleadora. De este modo, define la extensión de la licencia para personal gestante de 90 días a 126, además de incorporar a otras identidades de género al beneficio, ampliando el acceso para personas no gestantes de 2 a 90 días, independientemente de su género.
En ese contexto PolíticayMedios pudo tener el testimonio de la diputada nacional, Victoria Tolosa Paz, quien defendió a Martín Guzmán luego de las duras críticas del kirchnerismo. La legisladora aseveró que «la delegación de ministerios y funciones las tiene el Presidente. Mientras tanto él confíe y valide a cada uno de sus ministros, los legisladores tenemos que trabajar con el mayor respeto y articular».
Otra persona que accedió a dialogar con nosotros -ya que la mayoría de los funcionarios huían desesperados de micrófonos y cámaras- fue Malena Galmarini. La titular de AySA minimizó las peleas en el Frente de Todos y expresó que «lo cierto es que todos auguraban dos meses de unidad y estamos acá, y estamos trabajando para la próxima elección y para que los argentinos y las argentinas estén mejor«.
El martes, y después de pedir a su mesa chica que no responda a las diatribas del ala cristinista, fue el propio mandatario quien rompió la regla y desde General Pico (La Pampa) le contestó a Andrés Larroque (secretario de Desarrollo de la Comunidad bonaerense), quien horas ante le hizo saber en una entrevista radial que “El Gobierno es nuestro, Alberto no se lo va a llevar a la mesita de luz”. El titular del Ejecutivo le espetó: “Yo no soy el dueño del Gobierno, nadie es dueño del Gobierno”.
Bajo la lógica de mostrar un jefe de Gabinete activo –del que se sigue diciendo que podría volver a Tucumán- Juan Manzur convocó el miércoles a los ministros a la 7:30 de la mañana. Las barridas de imagen que enviaba la unidad comunicacional oficial mostraban caras de pocos amigos y varias ausencias, incluyendo la del único ladero de CFK en Rosada, Eduardo de Pedro, quien llegó tarde y evitó escuchar las críticas directas a su espacio.
Pese a todo, el ministro coordinador, que desdobló las elecciones en su provincia, señaló en una conferencia de prensa improvisada en el Salón Belgrano que «hay un ambiente muy lindo, de colaboración». Por su parte, Jorge Taiana (Defensa), después de ser consultado sobre qué se había hablado con respecto a lo que más preocupa –la economía- contó que estuvo dos días en un barco (el Almirante Irizar por los 40 años del hundimiento del Belgrano) pero que en base a lo que leyó y las palabras de Guzmán (“ya pasamos lo peor») entiende que la inflación va a bajar en abril, luego del pico de 6,7 por ciento de marzo.
Indisimulables operadores del albertismo salieron apenas terminado el cónclave a garantizar que no habrá cambios en el Gabinete, a afirmar que Alberto Fernández piensa aguantar los ataques del camporismo, que no da entidad a las declaraciones de Larroque, y que ve crecimiento industrial. La misma fuente cercana al mandatario apuntó que Manzur cerró la reunión ministerial con una frase sentenciosa: «Este es un gran Gobierno, al que no le gusta, que se vaya».
Lo que más denota en Casa de Gobierno la batalla intrínseca, es la contienda por espacios que se da entre las terceras y cuartas líneas del Gobierno. Después de los anuncios que alejaron de la Secretaría de Medios Públicos a Valeria Zapesochny (fiel ladera de Manzur), cargo que ocupó Juan Ross (responsable del manejo de la pauta oficial), y del meteórico ascenso de Cerruti que persiste en tener bajo control todas las áreas, fue la nueva secretaria a cargo de la Unidad de Comunicación de la Jefatura de Gabinete, quien en un tuit dejó entrever una oda a los traidores que dice: “Se puede confiar en los traidores. Estoy persuadido de que la lealtad existe y en algunas conciencias es de mármol y de miel. Se debe confiar en ellas. También se puede confiar en los traidores. No cambian nunca. (Tomás Borge)”.
Mientras transcurría este ambiente de colisión permanente, Sergio Massa había estado temprano en el despacho de la Vicepresidenta en el Senado, y luego llegó por explanada al palacio gubernamental con el fin de almorzar con el Presidente. Los operadores “rosados” hicieron circular que el tigrense se reunió con ambos en un intento de mediación entre ellos. Lo que omitieron decir es que el mandamás de la Cámara Baja puso condiciones para su continuidad en el FdT si no se consigue algún atisbo de unidad, algo que se trató y analizó en la cumbre de su Frente Renovador.
El hombre que hace el papel de garante de la gobernabilidad busca el calor contenedor de la expresidenta, quien es, al fin y al cabo, la única que le puede –si quiere- transfundir un futuro más promisorio que el que le otorgan las encuestas. Un operador de su entorno asegura que “Sergio está preocupado, pero fumando espera”, refiriéndose al placer que lo calma en la soledad de su despacho, pero que oculta ante casi todos.
Nuevamente, el jueves fue el escenario para que la portavoz Cerruti diera su conferencia semanal, donde ya se ha vuelto un clásico el choque permanente con el periodismo acreditado en la Rosada. “¿Por qué el Presidente no busca conciliar la interna del Gobierno llamando a Cristina Kirchner para que se clarifique la situación de Frente de Todos?», preguntó un colega de CNN Radio, quien consideró además que esto tiene «repercusiones institucionales», al igual que supuesto faltazo de Fernández a la visita que iba a realizar a una automotriz el miércoles, y una supuesta parálisis legislativa.
«El Presidente no se ausentó ayer por ninguna interna», respondió Cerruti, antes de destacar el crecimiento de la industria automotriz y los proyectos que el Congreso trató, como el de Boleta Única. «Con respecto a lo que el Presidente tiene que hacer, le transmito sus sugerencias», cerró la Portavoz con ironía. Este cronista de PolíticayMedios le pidió a la vocera presidencial que «justificara» el por qué del gasto en el viaje del jefe de Estado a Europa la semana próxima en el contexto de los problemas que hay en materia de los ingresos frente a la inflación. «Estamos ante una emergencia, entregando un bono de 18.000 pesos, con salarios y jubilaciones mínimas que no llegan a los 40.000 pesos», contextualizamos desde este portal. «
«¿Cuándo termina el discurso y me hace la pregunta? ¿Antes o después? ¿La pregunta me dice?», nos cortó Cerruti. El cruce siguió: «Quiero que usted lo justifique», respondimos, a lo que la funcionaria nos replicó: «¿Que justifique qué?». le respondimos: «Si el Presidente va a viajar a Europa y por qué la diferencia entre los salarios de los funcionarios(de 300 a 600 pesos) y lo que se paga a jubilados y en materia de salarios mínimos (entre 33 y 37 mil pesos)», así como en los bonos, precisamos.
«Tengo pensamiento lateral, pero ni aún con pensamiento lateral logro unir qué tiene que ver una cosa con la otra», nos cuestionó la vocera, y agregó, “de todos modos el Presidente viaja para conseguir inversiones y continuar la inserción argentina en el mundo”
Por último, otro periodista consultó a Cerruti sobre un fallo que otorgó a la comunidad mapuche tierras que incluyen un predio militar en la Patagonia. «Son comunidades que no reconocen la soberanía y se le están sacando territorios a instituciones nacionales que dependen directamente del organismo central», afirmó el cronista. Cerruti primero dijo desconocer el fallo y consideró que «hacer una cuestión entre mapuches y Ejército me retrotrae a la Conquista del Desierto. Retrocedimos 200 años». El colega le decía que el Ejército es del Estado y le pedía que por favor le respondera. «Estoy contestando», apuntó Cerruti ante la insistencia. «Se le arrebataron tierras a los pueblos originarios. Es una discusión nacional que está contemplada en leyes y en la Constitución Nacional que no nos tenemos que dar basándonos en slogans», cerró la funcionaria con rango de ministra.
Con este panorama en Balcarce 50, Guzmán siguió ratificando el rumbo económico aprovechando su participación en el Consejo Interamericano de Comercio y Producción (CICyP) en el lujoso Hotel Alvear. A la vez, y a través de su cuenta de Twitter, la senadora CFK se mostró en un encuentro con Pilar del Río, periodista y esposa del fallecido escritor José Saramago. En ese marco escribió unos párrafos recordando la llegada al poder de Néstor Kirchner preguntándose: ¿Cómo íbamos a hacer para gobernar el país después de la crisis de 2001 con apenas el 22% de los votos?’ Mi respuesta fue única y categórica: nos íbamos a legitimar gobernando… porque se podía ser legítimo y legal de origen y no de gestión». El tiro por elevación a Casa Rosada tuvo repercusiones en los despachos, y generó que rápidamente salieran a hablar en off los leales al Presidente. “Yo conozco bien a Cristina, y la verdad que ese tuit es pésimo, derivó en cualquier cosa”, puntualizó la garganta profunda albertista.
Así como la Vice mantuvo su discurso crítico y felicitó a Sergio Palazzo -diputado y Secretario General de La Bancaria- por la paritaria de 60% que alcanzó su sindicato, los laderos que la respaldan en el Parlamento salieron con un proyecto que propone un «Plan de Pago de Deuda Previsional» para que personas en edad de jubilarse puedan abonar períodos faltantes y acceder al beneficio.
Otra iniciativa legislativa inconsulta con el tándem Fernández-Guzmán. Entretanto, en uno de los bares que circundan el histórico palacio del Congreso se vio reunidos al extitular de Defensa, Agustín Rossi y al actual diputado Florencio Randazzo (Frente Vamos Con Vos). Ambos debatían la particular coyuntura. Ambos han mostrado posturas públicas (o secretas) en favor de Alberto Fernández. El primero todavía se siente con posibilidad de asumir algún cargo Ejecutivo. Lo que ocurre es que el tiempo consume a los hombres y al Poder que detentan en diversas circunstancias pasajeras. La lectura que propios y extraños hacen es que la capacidad de revertir la cosas se agota y no hay visos de modificar mucho.
Las posturas se recalentarán todavía más con las audiencias que tratarán las subas de tarifas de gas y de luz que Guzmán pactó con el FMI, y que alcanzarán al 10 por ciento de los usuarios, aquellos cuyo poder adquisitivo gire en torno a los $314.000 en marzo. Para Cristina esa y otras medidas albertistas potenciarán la fuga de votos.
A estas alturas, en el Instituto Patria entienden que quienes respaldan a Alberto Fernández procuran mantener sus cargos y no mejorar la distribución del ingreso. La confrontación queda acotada a actos como el del mandatario en Ushuaia este viernes y el de la ex presidenta Kirchner en el Chaco. Cada uno defenderá sus posturas de cara al 2023, que es el único objetivo que tienen en vista los integrantes de la coalición que hace tiempo voló por los aires y se sostiene porque hay un acuerdo implícito que establece límites a los daños que puedan perjudicar las ambiciones de las encontradas facciones.
