El Ministerio de Transporte de la Nación confirmó que no pagará las cuotas de septiembre y octubre. Como los fondos se utilizan para el pago de sueldos, UTA y Aetat advierten que empeorará la situación.
¿Qué tiene que pasar para que no vuelva a haber paro de colectivos? La situación hasta 2021 será más compleja porque habrá menos subsidios nacionales: los fondos de la caja de subsidios para el transporte que la Nación destina a 22 provincias del interior se agotarán antes de que termine el año.
El Ministerio de Transporte de la Nación informó que la caja para compensar la tarifa de colectivos no alcanzará: deberían quedar $ 6.400 millones para cubrir las cuotas de septiembre, octubre, noviembre y diciembre, pero sólo restan $ 4.000 millones. La cartera que conduce Mario Meoni informó que no pagará los subsidios en septiembre y octubre, y que distribuirá el saldo en noviembre y diciembre.¿Qué impacto tendrá en Tucumán? Por la caída en la recaudación a raíz de la pandemia, que ronda el 80%, la inflación y la devaluación respecto al dólar, los subsidios se utilizan para pagar la planilla salarial de los 3.600 trabajadores del sector.
Pagar los sueldos requiere de unos $ 210 millones por mes. La Nación debería mandar cada mes $ 152,5 millones y la Provincia, alrededor de $ 60 millones. Si no llegan los fondos nacionales de septiembre y octubre, las firmas deberán arreglárselas con $ 235 millones menos. A raíz de la demora en la acreditación de los fondos nacionales, las empresas alegaron que no podían pagar los salarios en la fecha fijada por el convenio colectivo de trabajo del sector.
Por eso, en siete meses de aislamiento por la pandemia hubo seis paros de los chóferes, que en total dejaron a la provincia sin colectivos por 64 días. Los trabajadores todavía no cobraron todo el sueldo de septiembre. El cuarto día hábil de noviembre, el jueves de la semana que viene, deberían cobrar octubre.
La realidad es distinta para las empresas del Área Metropolitana de la ciudad de Buenos Aires (amba), donde no hay recorte: los fondos están garantizados hasta fin de año. Reciben sin retrasos entre $ 7.000 y $ 9.000 millones mensuales en subsidios por compensación de tarifa. Es decir, el 82% -en promedio- de la torta total de subsidios, mientras que el 18% restante se reparte entre 22 distritos. A pesar de las estadísticas del Ministerio de Transporte de la Nación a las que accedió este diario (ver cuadro de distribución de subsidios nacionales durante 2020), en la audiencia de mediación a nivel nacional, la cartera de Meoni negó que el reparto de subsidios no sea equitativo. Extraoficialmente, la Nación informó que para noviembre y diciembre la cuota de subsidios nacionales para Tucumán rondará los $ 190 millones.
Jorge Berretta, vicepresidente de la Asociación de Empresarios del Transporte Automotor de Tucumán (Aetat), consideró se requiere una mesa de trabajo para encontrar una solución.“Sin dudas que esta decisión del Gobierno nacional perjudica a todo el transporte.
Desde Fatap y desde Aetat realizamos todas las gestiones y visualizamos el problema hace mucho tiempo”, comentó Berretta. Y agregó: “De no regularizar la situación, se ven perjudicados comercios, industrias, pequeñas fábricas, Pymes, los trabajadores, los usuarios, los discapacitados que no tienen otra alternativa para viajar gratuitamente… se ve perjudicada toda la sociedad. Para solucionar el problema necesitamos la activa participación de los gobiernos”.
César González, secretario general de la Unión Tranviarios Automotor (UTA) seccional Tucumán, “La verdad es que no entendemos esa decisión del Gobierno nacional, ese abandono del Ministerio de Transporte de la Nación hacia el interior del país y por qué con el AMBA cumplen a rajatabla con todos los subsidios y además allí subsidian el gasoil. Realmente son preguntas que nos hacemos y no encontramos respuesta”, planteó el titular de UTA.
