Senadores de JxC pidieron el tratamiento urgente de proyectos para fortalecer la seguridad en Santa Fe
Fueron los legisladores santafecinos Carolina Losada y Dionisio Scarpin quienes, también solicitaron el acuerdo para la designación de los conjueces para la ciudad de Rosario, lo cual despertó un breve cruce con el oficialismo.
La situación de inseguridad que se vive en la provincia de Santa Fe se hizo presente en el recinto del Senado, cuando los senadores de JxC Carolina Losada y Dionisio Scarpin pidieron dos mociones de preferencia para solicitar el tratamiento urgente de dos proyectos para fortalecer la seguridad de dicha provincia y para acordar la designación de los conjueces a la Cámara de Rosario, lo cual trajo aparejado un cruce con el FdT.
Fue la legisladora Losada quien pidió dos mociones de preferencia. Por un lado, solicitó el tratamiento en un plenario de comisiones al dictamen de un proyecto de su autoría que presentó el viernes pasado de “Emergencia de Seguridad en Santa Fe”, y que “se le de preferencia para que sea urgente”
En ese sentido, sumó: “La situación de urgencia que vivimos en Santa fe es de público conocimiento”, y contó: “175 son las personas ya fallecidas por homicidios en la ciudad de Rosario nada más; 500 son los heridos de bala también en lo que va del año; 39 mujeres son las asesinadas en lo que va del año en la ciudad de Rosario, lo digo hoy que vamos a homenajear a tantas mujeres, me parece que esta bueno que recordemos que 39 homicidios en Rosario fueron mujeres”.
“19 son menores de edad, esto es un récord la cantidad de chicos menores de edad asesinados y por último en los últimos 10 días hubo 11 homicidios. Me parece que todo esto merece que tomemos conciencia de lo que esta pasando en la ciudad de Rosario y aprobemos esta emergencia porque vale la pena, son vidas humanas y familias”, remarcó la vicepresidenta del Senado.
Respecto a la segunda moción pidió que se acuerde sobre la designación de los conjueces para la ciudad de Rosario porque “la provincia de Santa Fe tiene una justicia muy magra y necesitamos de una justicia federal robusta”.
Tomo la palabra la vicejefe del interbloque FdT, la mendocina Anabel Fernández Sagasti, quien explicó: “Los dictámenes están presentados en la Comisión de Acuerdo”, y aclaró que “fue el interbloque de JxC no dar tratamiento a los acuerdos que no tenían tratamiento OD en el día de la fecha por lo tanto, repito, es que los OD de los conjueces están presentados en la Comisión y que hoy ambos bloques e interbloques llegamos al acuerdo por pedido de JxC que no se traten los acuerdos en el día de la fecha y que construyamos nuestra propia mayoría que garantice la designación de los conjueces de Rosario de la Cámara, el bloque del FdT”.
“Cuando nuestros compañeros puedan salir de sus problemas de salud vamos a designarlos para colaborar con la justicia de Rosario y Santa fe y que tengan más herramientas con el combate de la inseguridad”, cerró Sagasti.
De la vereda de enfrente recogió el guante la senadora Guadalupe Tagliaferri quien contradijo: “Los OD que mencionó la compañera hasta ayer que estábamos en el Senado y hemos llamado a acuerdo, no han sido girado a los miembros de Acuerdos para la firma. Me he comunicado personalmente con la dirección de la Comisión y la respuesta fue que no”, inmediatamente Sagasti aclaró que ya tienen las firmas y lamentó que “no tengan la información”.
“Los dos expedientes de Santa Fe tienen las firmas correspondientes y ante la falta de acuerdo para tratar los acuerdos en esta sesión y, ante pedido de JxC de que para sacar acuerdos nosotros hagamos nuestro propio quórum, tendremos que esperar a los dos compañeros que estén enfermos y así garantizaremos los conjueces y el juez de santa fe para dar respuesta al pueblo santafecino”, ratificó Sagasti.
A continuación, fue la titular del Senado, Cristina Fernández de Kirchner, quien se metió en la discusión y le puso freno a Naidenoff que quería pedir la palabra a quien le explicó: “Si hay un orden que tiene un numero es porque existe, no existen números de OD tal y no existir, es imposible en términos fácticos”.
Ante el reclamo del radical Cristina Kirchner expresó en un tono calmo: “No es magia, no todo es magia, menos susceptibilidad… por ahí estaban distraídos en el despacho y punto. No puede hacerse toda una cuestión por una cuestión de esta naturaleza”, y remató irónica: “Bien, gracias” y se retiró del recinto.
En el mismo sentido, el santafecino Dionisio Scarpin (UCR) solicitó que en la próxima sesión se trate el proyecto, con dictamen de Comisión, sobre el Fortalecimiento de la Justicia Penal federal de Santa Fe porque “está claro que a la situación no se soluciona con medidas aisladas o con una sola medida. Es una problemática compleja, una situación extraordinaria que se vive, que se necesita abordar el tema desde diferentes ángulos”.
“El costado social es un tema que no hay que dejar de tratarlo porque muchos problemas vienen por ahí. El fortalecimiento de las fuerzas de seguridad provinciales y nacionales. La justicia es el otro engranaje del sistema, tanto provincial y nacional”, detalló el radical y precisó que el sistema de justicia “tiene 3 falacias: una estructura que tiene 40 años con un nivel de complejidad de los delitos, y un 35% de los cargos vacantes. Hay un sistema viejo, lento, inadecuado para la complejidad de los delitos actuales.”.
y siguió: “El cuarto tema es el servicio penitenciario. En toda la cadena la mayoría de las cosas funcionan mal o no funcionan y cuando pasa esto sucede lo que pasa en Rosario, y en esto nadie se puede hacer el distraído porque todos los que tenemos un grano de responsabilidad, tenemos que aportar nuestro granito de arena”.
“Sin dudas los ejecutivos, Gobierno nacional, provincial, tienen la mayor responsabilidad porque hay muchas cuestiones que son del día a día de planificación de designación de prioridades que no vemos que sea una prioridad para el Gobierno nacional el problema de rosario. Las mayores posibilidades las tienen ellos”, resaltó Scarpin y cerró: “La situación que se vive en Santa Fe merece un tratamiento especial”
