Solicitan que el Ministerio de Transporte informe sobre la asociación que administra la SUBE
La iniciativa fue presentada por el jujeño Jorge Rizzotti en la cual solicita información sobre “el destino de los fondos percibidos por el uso de la tarjeta, la administración de la cuenta y cómo se encuentra conformada la asociación a la que se le delegó la administración y gestión del sistema”.
El diputado nacional y presidente la Comisión de Transportes en Diputados, Jorge ‘Colo’ Rizzotti (UCR – Jujuy), presentó un proyecto de resolución para pedir al Ministerio de Transporte que informe sobre el destino de los fondos y la conformación de la asociación a la que se le delegó la administración del SUBE, como también lo hizo su equipo mediante un pedido de acceso a la información pública, a lo que Transporte respondió que no la dispone. Rizzotti incluyó tal solicitud en las preguntas al jefe de Gabinete de ministros, Juan Manzur, que se presentará en la Cámara baja en agosto.
El texto de la iniciativa reza: “Solicitar al Poder Ejecutivo Nacional información referida a la efectiva implementación de la Resolución 161/2010 por parte de la Secretaría de Transporte, que aprobó el Protocolo de Participación y Funcionamiento del Sistema Único de Boleto Electrónico (SUBE)”.
Rizzotti recordó que “por decreto de 2009, el Ejecutivo ordenó la implementación del SUBE como medio de percepción de la tarifa para los servicios de transporte público automotor, ferroviario y subterráneo de pasajeros urbano y suburbano, y en 2010, mediante Resolución de la Secretaría de Transporte, estableció pautas de los actos administrativos complementarios del sistema mediante el Protocolo, suscripto en 2009”, y señaló que allí “se regularon múltiples cuestiones de interés nacional y de las que es imperioso contar con información clara si lo que pretendemos es extender el sistema a todo el territorio nacional”.
“Es imprescindible conocer, entre otras cosas, a dónde van a parar los fondos percibidos por el uso de la tarjeta, quién administra la cuenta en la que se acumulan los fondos, cómo se encuentra conformada la asociación a la que se le delegó la administración y gestión del sistema, y de qué forma se utiliza y distribuye lo percibido”, argumentó el diputado radical
Además, contó que “al pedido que realizaron desde mi equipo, autoridades de Transporte respondieron que no cuentan con la información solicitada, y sólo informaron los números telefónicos de la Asociación”, en relación a la Ley 27.275 de Acceso a la Información Pública.
La información solicitada en el proyecto refiere específicamente a saber: “¿Cuál es el monto mensual correspondiente al saldo total de los recursos que se acreditan a través de la recarga de tarjetas, nominadas o no, del SUBE; la composición actual de miembros, el patrimonio y el capital social de la ‘Asociación Civil del Transporte’ (ACTrans), creada por Resolución 161/2010; de dónde provienen los recursos de la ACTrans; auditorías externas realizadas sobre las cuentas de tesorería de la Asociación; y monto actual equivalente a los recursos que conformen la ‘Cuenta Global de Administración del SUBE’ y de qué forma son utilizados para financiar el fomento de la actividad de transporte público”, entre otros puntos.
Por otro lado, Rizzotti anticipó que ingresó tales necesidades de información a las preguntas que deberá responder Manzur en el informe a la Cámara de Diputados, ocasión para la que el diputado jujeño también dejó ingresadas preguntas acerca de medidas ante la situación del precio y falta de gasoil en el territorio nacional, cuánta nafta y gasoil se requiere para abastecer el sistema de transporte automotor terrestre, precio de importación y otros referidos a combustibles.
