El agro salteño solo recibe 193 de los 600 dólares que vale hoy la soja
Las retenciones y los fletes se llevan el 68% del precio fijado en las pizarras.
El titular de la Sociedad Rural, Carlos Segón, afirmó que hay una política confiscatoria sobre la producción.
Nuevamente, como en 2012, el precio de la soja oscila en los 600 dólares en el mercado internacional. Pese al techo que alcanzó la oleaginosa en la Bolsa de Chicago, productores de Salta solo reciben el 32% del valor de las pizarras por las retenciones, la brecha cambiaria y la incidencia de los fletes.
«Lamentablemente, el gobierno Nacional, con una política confiscatoria sobre la renta de la soja, se queda con la tajada mayor», sostuvo el presidente de la Sociedad Rural Salteña, Carlos Segón.
El dirigente agropecuario hizo notar que, sobre un valor de 600 dólares billetes o equiparable al dólar bolsa, la tonelada de soja debería equivaler a $90.000 en el puerto. «Sin embargo, con las retenciones y el desdoblamiento cambiario, el valor en Rosario es de solo $34.000», precisó.
El productor que conduce a la Sociedad Rural Salteña desde el pasado 16 de abril, dejó en claro que los $56.000 de diferencia (equivalentes al 62% de los 600 dólares) engrosan las arcas del Banco Central.
«Para los productores de la provincia, además, hay que restarle el flete al puerto, que según la ubicación del campo, promedia entre los $4.500 a $5.000 por tonelada, lo que reduce el valor final de la tonelada de soja a $29.000, equivalentes a 193 dólares», subrayó.
Segón, una de las voces más enérgicas que tienen el agro y la ganadería en la región, resumió: «de los 600 dólares, el Estado y los fletes se llevan 407 (el 68%). Con los 193 restantes, el productor debe hacer frente a los gastos de siembra, insumos, cosecha y arriendos. Y por si tuviera algún saldo positivo, quedaría a pagar todavía el resto de los impuestos nacionales y provinciales», recalcó.
Segón indicó que los rendimientos mínimos para no tener saldo negativo en la región (lo que se conoce en la jerga técnica como punto de indiferencia) están estimados en 1.500 kilos por hectárea. En este contexto, advirtió que en un año climático complejo como es el de la campaña 20/21 «hay establecimientos en zonas de Metán, Apolinario Saravia y Anta que están por debajo de esos rendimientos. Incluso hay lotes que quedaron sin cosechar y son pastoreados por novillos», precisó.
El titular de la Sociedad Rural Salteña, entidad que cumplió 121 años de vida institucional el 15 de abril último, dijo que la actual campaña, «como en 2012, es nuevamente una oportunidad perdida por el productor».
Según las últimas proyecciones realizadas por la Bolsa de Rosario, los despachos de ese complejo portuario podrían alcanzar este año los 21.865 millones de dólares, 9.000 millones de dólares más que en 2020. «El sector agropecuario viene realizando un gran esfuerzo y aportando una cifra multimillonaria a las arcas de los distintos gobiernos nacionales», planteó Segón. Agregó que en los últimos 20 años el sector transfirió más de 120 mil millones de dólares. «Sin embargo, Argentina tiene cada vez más ciudadanos pobres e indigentes, en cifras que superan el 50% de la población, y una deuda que se incrementa cada vez más. Estamos ante una suerte de barril sin fondo que se lleva el esfuerzo y trabajo del sector productivo», acotó.
En la región central
En el área núcleo del país, donde los campos tienen mejores rindes que en Salta y están menos alejados de los puertos, productores reciben el 36% del valor que marcan las pizarras de la Bolsa de Chicago para la soja. En Buenos Aires y Santa Fe más de una entidad agraria salió al cruce de sectores duros del gobierno que empezaron a presionar por un nuevo incremento de las retenciones.
Ante la ofensiva, que cedió el pasado jueves, luego de dos rondas negativas que pusieron nuevamente la cotización de la soja por debajo de los 600 dólares, productores del sur santafesino aclararon que la legumbre les deja solo 220 dólares, menos que los 240 que les quedaban antes de que la pandemia irrumpiera en el mundo a fines de 2019.
En zonas con buenos rendimientos, la soja tiene hoy una rentabilidad del 4%. Pero incluso en la pampa húmeda los niveles de inversión para producir son elevados.
En los últimos meses los fertilizantes registraron subas del 20 al 30% en dólares. Las semillas solo en la última semana aumentaron un 5% y se anuncia otro incremento igual para fin de mes. Los repuestos de la maquinaria agrícola también se encarecieron en forma ostensible y muchos de los importados no se consiguen.
Analistas del sector concuerdan en que, a diferencia de otros años con buenos valores, en los pueblos agrícolas la nueva cotización de la soja tendría un exiguo derrame porque la inversión de los productores está fundamentalmente enfocada hoy en el parque de maquinarias.
El Estado se queda con dos terceras partes de la renta agraria
Derechos de exportación, ganancias, bienes personales, ingresos brutos, inmobiliario rural, combustibles, débitos y créditos bancarios, son algunos de los impuestos nacionales y provinciales con los que el Estado se queda con casi dos terceras partes de la renta agrícola en el país. Municipios también sacan pequeñas tajadas con toda clase de tasas. Las retenciones, que actualmente son del 33% para la soja y del 12% para el maíz y el trigo, resaltan a la cabeza del vendaval impositivo. A mitad de semana, con la soja en US$600 y el maíz en US$300 la tonelada, economistas de la FADA estimaron que los ingresos al tesoro nacional por regalías podrían llegar a 8.600 millones de dólares, US$2.800 millones más que el año pasado.
Carga fiscal
En las provincias de la región pampeana la carga fiscal sobre la utilidad de los productores de granos promedia en el 62,6%. Es menos pesada que en el NOA (donde roza el 68% en la soja) por los mayores rindes de los campos, la cercanía a los puertos y la menor incidencia de los fletes y otros gastos en la estructura de los costos de producción y comercialización de cereales y legumbres.
Según el último índice trimestral que publicó la Fundación Agropecuaria para el Desarrollo de Argentina (FADA) en marzo último, Entre Ríos es la provincia del área núcleo con mayor carga impositiva (65,3%). Le siguen Córdoba (62,4%), La Pampa (62,1%), Buenos Aires (61,1%), Santa Fe (61,0%) y San Luis (60,2%).
Para esas mediciones, FADA conjuga los rindes, las retenciones, otros tributos y los fletes. También tiene en cuenta los volúmenes de producción que tienen los diferentes granos en relación al territorio cultivado de cada provincia.
El menor índice de San Luis, por caso, se debe al predominio que tiene en esa provincia la producción de maíz, que es el cultivo con menos participación del Estado.
En todas las provincias analizadas se tributan el impuesto inmobiliario y el impuesto a los sellos para la compraventa de granos. En Buenos Aires, Entre Ríos, La Pampa y San Luis se paga Ingresos Brutos. La alícuota, que es del 1% en Buenos Aires y San Luis, baja al 0,75% en Entre Ríos y al 0,5% en La Pampa. En Córdoba y Santa Fe la actividad está exenta.
En Buenos Aires y Santa Fe se suman tasas municipales. La Pampa aplica las guías cerealeras. Córdoba, San Luis y Entre Ríos no tienen imposiciones de nivel local. San Luis y La Pampa aplican impuestos bajo la modalidad de aduanas internas.
Fletes
En los índices de la FADA se observa claramente la incidencia que tienen los fletes en función del alejamiento de los puertos. En el caso del maíz, el flete representa el 16% de los costos en Buenos Aires. En Córdoba el 17%, en San Luis el 21%, en La Pampa el 17% y en Entre Ríos el 14%. En Santa Fe, donde el grueso de la producción se encuentra cerca de las terminales portuarias, representa solo el 11%. En el maíz de Salta, el flete se lleva el 27% del precio que recibe el productor.
