Si no se reordena la cadena de mandos en el Frente de Todos ningún cambio dará resultados
La improvisación sigue siendo la cara visible de una administración inmovilizada y que deja abierta la puerta a las más insólitas especulaciones. Hipótesis que se entremezclan con las operetas de los más conspicuos susurradores del off.
Lo cierto es que nada está definido. Los viajes del Presidente a algunas provincias, que estaban previstos para esta semana, se suspendieron o “están en veremos”.
En las últimas horas del fin de semana pasado circulaba la versión de que el hijo de Fabiola Yáñez y Alberto Fernández nacería por cesárea el 10 de abril. Así y todo, la Unidad de Comunicación de Gestión Presidencial lo desmintió: “Será según las contracciones y la dilatación, chequeen bien sus fuentes”, retaron desde esa área a los periodistas acreditados en Casa Rosada. El dato que tenía la prensa era casi certero: Francisco llegó a este mundo a las 1:21 de la madrugada del 11/04, y no fue por parto natural.
Así, el jefe de Estado dejaba de lado su actividad oficial y Juan Manzur lo suplía el lunes a la mañana en la reunión de la Comisión Interministerial de Salud Mental. No hubo pedido formal de licencia y se anunció que el mandatario acompañaría a la primera dama “atento a las cuestiones de gobierno mientras el Gabinete continúa su agenda habitual”.
Desde medios propios y ajenos -pero a veces muy cercanos a los albertistas- los operadores presidenciales salieron a meter presión a su propio jefe para que defina cambios en el funcionariado, y así batallar contra la debilidad en que, entienden, el kirchnerismo lo ha dejado junto a su mesa chica. Horas antes, la secretaria de Legal y Técnica, además de persona de absoluta confianza de Fernández, salió con los tapones de punta a impulsar la estrategia defensiva y de advertencia a Cristina y Máximo Kirchner. Vilma Ibarra, dirigente reprobada por el Instituto Patria, manifestó en un acto de leales al primer mandatario organizado en Rosario, que “la idea de que alguien se puede salvar si la experiencia es mala… Acá no se salva nadie”, y agregó: “Esa idea de que me salvo solo, o que puedo salvar a mi espacio, o construir un espacio para después volver, es la peor herencia del neoliberalismo”.
La maniobra se puso en marcha de la mano del factótum del evento: el ex ministro de Defensa, Agustín Rossi. El mismo que había afirmado que “ningún gobierno peronista se va antes de tiempo”. Otro que motorizó la actividad fue el mandamás de Desarrollo Social, Juan Zabaleta. El intendente de Hurlingham -en uso de licencia- y que a su vez está muy preocupado por desactivar las marchas y acampes de organizaciones sociales no oficialistas, también dejó un título: “no podemos seguir lastimándonos”.
Quedó claro que el titular del Ejecutivo dio vía libre a sus apologistas -a los que se sumó el ex cristinista Aníbal Fernández- para que salieran a bancar la parada y potencien la idea de que si persisten las críticas, habrá definiciones emancipatorias, algo que hasta ahora quedó siempre en el amague mediatizado.
En Balcarce 50 ya se sabe que los gobernadores van por el camino de desdoblar el calendario electoral. El primer adelantado fue Axel Kicillof. Nadie quiere perder territorio ante la caída estrepitosa de la imagen presidencial. La previa a las Pascuas tenía como mal presagio el dato de la inflación, que el cuestionado Martín Guzmán salió a adelantar, con la finalidad de controlar daños, a través de una entrevista en un canal que responde al dividido oficialismo. El ministro de Economía fue otro que tomó el rumbo de las amenazas solapadas hacia el camporismo. Sin titubeos señaló que “gestionaremos con gente alineada con el programa económico”.
El tronar de las declaraciones, según diversas usinas mediáticas, generó malestar en los fieles a Cristina Kirchner. Sin embargo, en las dependencias que responden a ella en Rosada, sonrieron desdeñosamente. Es que intuían que las intimidaciones del jefe de Hacienda se iban a diluir pronto por dos factores: el número del índice de Precios al Consumidor y la carta más fuerte: el discurso que la jefa política del Frente de Todos iba a dar el miércoles en la apertura de sesiones parlamentarias de EuroLat 2022.
Entre tanto, las cifras de baja del consumo familiar y faltante de mercaderías en góndolas, debido al incremento inflacionario que aturde en los despachos palaciegos, certifica que ninguno de los programas destinados a frenar la suba en alimentos -y el resto de rubros- ha dado resultados positivos. Roberto Feletti delegó las responsabilidades en la política macroeconómica, responsabilidad de Guzmán, quien para los kirchneristas duros sigue más preocupado por cumplir las pautas que impone el acuerdo que selló con el FMI, que por los aumentos y desabastecimiento en los supermercados.
Los rumores sobre la salida del discípulo de Joseph Stiglitz se calmaron un rato luego del respaldo de Fernández y sus adláteres. Un dato no menor fue el que arrojó en el Patio de las Palmeras un nestorista de paladar negro, que aseguró que: “a estas alturas nuestra fuerza ya no tiene interés en ocupar esa cartera ni ninguna otra. Sí nos importa mantener las que tenemos, y que consideramos absolutamente estratégicas”. Obviamente se refería a Interior, por la relación con las administraciones provinciales, el PAMI y la ANSES (que tienen cajas inconmensurables), y el área energética, el lugar en el que Fernández pretende meter mano quirúrgica, a sabiendas del peligro que eso conlleva: enfrentar directamente a su mentora, quien tiene bajo su ala protectora al subsecretario de Energía Eléctrica, Federico Basualdo; al interventor del ENaRGas, Federico Bernal, y al presidente de YPF, Pablo González.
El conflicto en el INCAA (Instituto Nacional de Cine y Artes Visuales), que derivó en una movilización con represión policial, se calmó con la decisión que por decreto oficializó la salida de Luis Puenzo, como responsable del órgano. Algo que algunos leyeron en Casa de Gobierno como una levantisca de los actores cristinistas que usufructuaron la pelea entre los socios mayoritarios del frentismo “y se cargaron” al hombre de Alberto, según dijo un colaborador manzurista.
Este fue otro fenómeno que se incorporó a la anomia generalizada que, entre otras cosas, tuvo a transportistas de granos en paro por cuatro jornadas debido a la escasez de Gasoil, a lo que se agregaría el próximo 23 de abril, un tractorazo de productores del campo en contra de las retenciones y las políticas del Gobierno hacia el sector. Hay que tener en cuenta que el martes se hizo un “panazo” y un “verdurazo” en la sede de la Sociedad Rural ante el alza en los precios de los productos alimenticios. Para echar más leña al fuego, Guzmán sugirió cobrar un impuesto al que bautizó “renta inesperada”, que debería pagar el agro debido a la suba de los commodities por la situación entre rusos y ucranianos. Algo que salió a rebatir el secretario de Agricultura, Matías Lestani, quien enfatizó que el aumento de los insumos de la producción fue mayor al de los precios internacionales. Otro capítulo de las controversias endógenas de la alianza gobernante.
La tregua en el interior del FdT duró lo mismo que la efímera historia en Instagram que CFK compartió con el texto que acompañó el ramo de flores que envió a la clínica Otamendi donde estaba la familia Fernández. La misma rezaba: “Felicidades para ambos y buenaventura para Francisco!”. La teoría de establecer una mesa chica de segundas líneas que tejieran puentes entre las facciones encontradas, por ahora fue arrojada al cesto del olvido.
Cada vez faltaba menos para que se supiera que la Inflación del mes de marzo iba a ser del 6,7 por ciento, con un interanual del 55,1% y un 7,2% en alimentos. La cifra más alta de los últimos 20 años. Publicados los índices, desde el Banco Central, Miguel Ángel Pesce, decidió elevar la tasa de los plazos fijos al 46% anual; 9 puntos por debajo del IPC en 12 meses.
Ese miércoles estaba pendiente otro plato fuerte, al que las líneas de combate albertianas temían, aunque actuaban con desinterés en los pasillos rosados. Se trataba de las palabras de la Vicepresidenta que quedarían resonando en el CCK al abrir el encuentro de parlamentarios europeos y latinoamericanos. Como era de esperar, la senadora no desaprovechó la oportunidad y bajó los lineamientos que chocan con el inquilino de Olivos, al que las huestes del Patria persisten en llamar “el okupa”.
Sin filtros, y haciendo gala de una oratoria que conjugó dobles sentidos y afirmaciones taimadas, la ex presidenta manifestó que «hablamos de Poder cuando alguien toma una decisión y esa decisión es respetada por el conjunto, eso es Poder. El enunciado fue dirigido al hombre que ella misma ungió –por Twitter- como candidato a ocupar el sillón de Rivadavia una mañana del 18 de mayo. Y la cosa no quedó ahí. Cristina redobló la apuesta y volvió a amonestar a Fernández sin nombrarlo: “Que te pongan la banda y te den el bastón, créanme, no significa que tengas el poder, sólo un poquito de eso. Y lo digo por experiencia. Y ni te cuento si además no se hacen las cosas que hay que hacer, dejémoslo ahí”, observó ofuscada.
Antes de las diatribas al que denominó “Partido Judicial”, la ex mandataria cuestionó la decisión de la Cancillería local (a cargo de Santiago Cafiero) de votar –detrás de Estados Unidos- a favor de la expulsión de Rusia del Consejo de Seguridad de la ONU. «Todos los países del Consejo de Seguridad (cinco permanentes con derechos a veto), salvo China, en algún momento no han respetado las normas del derecho internacional. Hemos denunciado el doble estándar de las potencias con respecto a ese derecho”, remarcó Cristina, quien en referencia a la guerra del Atlántico Sur –de la que hace poco se cumplieron 40 años- deslizó que hay conflictos donde “cuando no les conviene apoyar una invasión, la rechazan, y cuando les conviene -porque es de sus aliados- está todo bien”. Dramáticamente los argentinos vemos ese doble estándar”, señaló Cristina y se preguntó: “¿qué le puedo hablar a ellos (los excombatientes de las acciones bélicas entre nuestro país y Gran Bretaña) si la OTAN nos puso una base del Reino Unido en Malvinas a 14 mil kilómetros diciendo que ese territorio no es argentino”.
Al cerrar el tema, la presidenta de la Cámara Alta recordó que cuando Argentina (con ella como jefa de Estado) votó una resolución de EE.UU. que condenó la ocupación de Crimea por parte de la Federación Rusa, fue porque “somos coherentes y respetamos el principio de integridad territorial a lo largo y a lo ancho de todo el planeta”. Desde las tribunas sonaban los aplausos y cánticos de los militantes de La Cámpora que acompañaron a su líder al centro cultural que lleva el nombre del ex presidente Néstor Kirchner. Todo un símbolo que tenía como objetivo anteponer esa mitología a la alicaída figura de Fernández y su entorno.
Los asesores de la Presidencia buscaron el lado positivo al discurso de CFK. Según ellos la frase del bastón y la banda de la Vice «no estuvo dirigida a Alberto Fernández, sino a la influencia que ejercen en los gobiernos: mercados, monopolios, y el poder financiero internacional». El otro punto que fue resaltado -con forzado optimismo- quedó reflejado cuando uno de ellos, en un cruce casual con PolíticayMedios, respondió apurado y escuetamente que “al menos esta vez no se metió con la política económica”.
En el contexto de esta batalla que desgasta cada vez más a la administración frentetodista, el albertismo avanzó con el armado de una oficina de campaña, de cara a las PASO de 2023. El lugar elegido fue el segundo piso de Casa Rosada, donde violando la arquitectura del histórico palacio, se hizo cerrar una pequeña galería interna para montar un mini despacho donde se advierte la presencia de algunos de los operadores del “biondinismo”. Todas personas que han sabido acumular denuncias en su contra desde diferentes sectores de la Casa. Denuncias que todavía descansan en los cajones de altos funcionarios que persisten en querer evitar los escándalos que tarde o temprano saldrán a la luz.
Con ese dubitativo ímpetu independentista, la vanguardia albertista volvió al ruedo de replicar las consideraciones de sus enemigos íntimos en el FdT. Esta vez fue Cafiero, quien por las desavenencias intestinas que afectan a los medios que están bajo su égida, incluyendo los estatales, habló con un portal político en pos de neutralizar los ataques de Cristina Kirchner. En la breve interviú, el ex jefe de Gabinete dio tres definiciones concretas: 1) «El Presidente es el imprescindible en esta alianza de gobierno, en este frente político, todos los demás son prescindentes». 2) «El acuerdo con el Fondo salió y fue mayoritario». 3) «La votación (en la ONU contra Rusia) es una definición del Canciller y del Presidente». Obviamente no faltó el respaldo al ministro Guzmán, que el lunes participa en Washington en la reunión de primavera boreal del Fondo Monetario Internacional. El foco estará puesto en recalibrar las metas pactadas con el organismo multilateral en base al nuevo escenario de belicosidad que atraviesa el mundo. A su vez, estarán sobre la mesa las observaciones de Ceyla Pazarbasioglu, encargada de monitorear las cuentas locales, que manifestó que «la inflación está paralizando la economía en la Argentina».
Hay un guarismo que el Instituto Patria divulga desde los canales de información oficialistas que se han volcado en favor del cristinismo, tal el caso de los que pertenecen al gremialista y empresario Víctor Santa María, que la semana pasada aplaudía de pie a Cristina en el Centro Cultural Kirchner. Ese dato señala que en seis años, la participación de los ingresos que genera el país, en los trabajadores argentinos cayó del 51 por ciento al 47,7%. Estos números del Centro Latinoamericano de Geopolítica (CELAG) indican que desde 2016 hasta la actualidad, la masa salarial creció 335%, mientras que los precios subieron 474% y los beneficios empresariales 523 por ciento. Este último es el flanco privilegiado al que, según el kirchnerismo, Fernández no enfrenta.
La incertidumbre y debilidad que se huele en la Rosada tendrá otro momento de pausa este lunes 18, cuando Fernández reciba, en visita oficial, a su par de Ecuador, Guillermo Lasso. Con él tendrá una reunión de trabajo para firmar una declaración conjunta que se dará a conocer a la prensa antes de un Almuerzo de Honor. Nada de esto disipará el clima que agobia a la alta política argentina, ahora con cuatro domicilios: Balcarce 50, Hipólito Yrigoyen 1849 (Senado de la Nación), Rivadavia 1864 (Cámara de Diputados), y Rodríguez Peña 80 (Instituto Patria).

El problema es que Fernández lee como un sometimiento la negociación de puestos con el kirchnerismo, y Cristina observa una ofensa a su autoridad en los conatos de autonomía que demuestra el desvencijado ex Grupo Callao. Trabas que hasta ahora parecen infranqueables.
