Tsunami gastronómico-hotelero
En medio del peor momento histórico del sector, empresarios reclaman la sanción de una Ley de Emergencia, que incluya beneficios impositivos y crediticios. Peligran 650 mil empleos.
Casi 7 de 10 hoteles y casi 8 de 10 restaurantes y bares de todo el país, que emplean a unas 650.000 personas, están al borde del colapso a raíz de la inactividad provocada por la pandemia de coronavirus. Así lo alertan desde distintas instituciones representativas de la industria en todo el territorio nacional. La situación se agrava mucho más en la zona del AMBA, con el reciente endurecimiento de la cuarentena.
Según distintos estudios, la experiencia gastronómica y hotelera en la industria turística cada vez tiene mayor relevancia en términos estadísticos porcentuales. “La gente pone cada vez más el foco en la oferta gastronómica y hotelera a la hora de elegir un destino”, confirma Alejandro Pastore, presidente de Paseo Pelegrini (Rosario) y secretario de Aehgrar, filial rosarina de Fehgra.
Mientras en la ciudad de Mar del Plata, el municipio decidió abrir los cafés de la ciudad a pesar de estar atravesando todavía la Fase 4 del Aislamiento Preventivo, los actores del sector se autoconvocaron hoy para reclamar un «mayor apoyo» del Estado Nacional y la urgente sanción de una Ley de Emergencia, que incluya beneficios impositivos y crediticios.
El reclamo, según las empresas, es para que la actividad pueda hacer frente a «la profunda crisis que atraviesa, a causa de la pandemia y el consecuente aislamiento social».
«El sector está en emergencia. Nuestras empresas dependen en su mayor parte de una actividad que hoy está legalmente prohibida, el turismo, y que no se recuperará rápidamente. Nuestros hoteles están cerrados y los establecimientos gastronómicos también desde hace más de 100 días y sin poder avizorar por cuánto tiempo más, previendo que la actividad turística no se reactivará este año. Son estas particularidades las que nos hacen pedir al Poder Legislativo que sancione una ley acorde a nuestro panorama crítico», alerta Fresno.
Los hoteleros y gastronómicos buscan que el Programa ATP abarque a todas las empresas de la actividad, que se apliquen exenciones impositivas, que se otorguen créditos a tasa cero y flexibles para capital de trabajo y la eliminación de cargos fijos «abusivos» en las facturas de servicios públicos.
También, pretenden una reducción del IVA en los servicios hoteleros y gastronómicos prestados a los consumidores y medidas de incentivo al turismo nacional, entre otras.
Los diez reclamos, punto por punto
- ATP Para todas las Empresas, sin distinción de cantidad de empleados, hasta tanto se retome la actividad normal y habitual.
- Eliminación de todas las contribuciones patronales por el mismo periodo.
- Reducción de tarifas de servicios públicos.
- Créditos a tasa cero para capital de trabajo.
- Reducción del IVA al 10,5 %.
- Exención de IVA al turismo Nacional.
- Tomar a cuenta de ganancias el gasto en turismo.
- Amplia moratoria que incluya el pago de todas las deudas generadas hasta el momento de la reapertura y suspensión de las ejecuciones fiscales.
- Exención del impuesto a los créditos y débitos bancarios.
- Eliminación de las comisiones de tarjetas de crédito por 12 meses luego de la apertura.
Roberto Amengual, presidente de la Asociación de Hoteles de Turismo y titular de la cadena Amerian, coincide con Fresno, al señalar que es necesaria “una ley de emergencia de manera urgente. A medida que los meses pasan con los hoteles cerrados, la crisis se acentúa. Necesitamos un ATP que contemple las particularidades que está atravesando la industria y dure por lo menos hasta fin de año; necesitamos beneficios fiscales (como reducción de alicuota de IVA o deducción de gasto de turismo interno en ganancias por un período amplio). Son apenas algunas de las medidas que necesitamos para que las decenas de hoteles que ya han cerrado no se conviertan en cientos de hoteles en los próximos dos meses. Desde el 13 de marzo que venimos solicitando la emergencia y aún no hay ley”.
“No hubo aún medidas concretas que ayuden al sector. Sabemos que va a ser un proceso de recomposición muy largo para aquellos que queden en pie. Si no hay una asistencia real del Estado nos va a costar mucho sostenernos. Además de los 650.000 puestos de trabajo que están en juego, también involucra a millones de usuarios de los servicios. Si se cae la actividad vamos a haber perdido gran parte de nuestra propia cultura y nuestras propias costumbres”, agrega Pastore.
Historias de vida
Otro empresario, dueño de una conocida cadena de restaurantes, hace un análisis de la situación: “el panorama es muy complejo y se lo voy a explicar simple. Acá (en una ciudad capital del interior del país) nosotros estamos abiertos. A pesar de ello, tenemos un 50% de factura ocupacional, que representa el 25% de la demanda histórica. En números concretos, de 15 personas que necesitaba para operar el negocio, hoy necesito 6, entre ellos yo que soy el dueño y estoy trabajando a la par de mis empleados. Cuando esto se recomponga, el mercado se va a achicar considerablemente por dos motivos: el primero, el temor de la gente a concurrir a lugares cerrados donde hay otras personas; hasta que no salga la vacuna contra el Covid-19 será difícil que la sociedad recupere la confianza. El segundo factor, y no menos importante, son los protocolos que tendremos que implementar: un comensal por metro2, normas de higiene y controles muchas veces tediosos. Eso inevitablemente va a desalentar a los clientes”, explica y concluye: “la única forma de que se acomode la demanda es si se achica considerablemente la oferta. Nosotros calculamos que la pandemia se va a llevar puesto al 60% de los locales de todo el país. Y aún si se diera una sangría masiva de miles de negocios, los que sobrevivamos no vamos a poder operar con las mismas estructuras que teníamos pre pandemia”.
Francisco Pidal, dueño de los restaurantes Zio Paco y Canta el Gallo, relata que hoy “estamos trabajando al 10%. Históricamente, la incidencia de los sueldos de un restaurante en promedio, sin cargas sociales, ronda el 20%. En otras palabras, la recaudación no alcanza ni siquiera para cumplir con los salarios de los trabajadores. El costo de la mercadería ronda el 30%, el costo de las bebidas el 10%. Los empleados que antiguamente eran mozos hoy están haciendo delivery. El ATP es apenas una ayuda. Las cargas sociales la mayoría no las estamos pagando. Será un tema para resolver el día después. Los gastronómicos que logren superar esta crisis, van a trabajar los próximos dos años para pagar deudas”.
Lucas Villalba, abrió su restaurante Jornal y a los cinco meses tuvo que cerrar por la pandemia. “Nos partió al medio. Sin capital, habiendo hecho una inversión de muchísimo dinero. Hoy tenemos varios problemas: no sabemos cómo pagar los sueldos, no podemos achicar el equipo, tenemos deudas y no contamos con ningún apoyo. El ATP no alcanza ni para pagar los sueldos. Nos dieron 200.000 pesos y nuestros costos fijos ascienden a 1.500.000 de pesos. Además no es fácil acceder al beneficio”, admite Villalba, quien factura entre $5.000 y $10.000 por día “con una estructura de 20 personas. Es imposible sobrevivir así. Y lo más desesperante es la incertidumbre, es no saber cuándo vamos a poder volver a trabajar”.
Valles concuerda con Villalba, al afirmar que “lo peor es la incertidumbre, no poder proyectar, no tener una fecha cierta, un horizonte. El ATP no sirve. Nos hacen sentir que estamos comiendo de la mano del Estado. No se les cae una idea. Estamos en un momento trágico”, afirma. “Mantengo a 160 personas, que se extiende a las familias. Se nos cortaron todo tipos de ingresos y no así los egresos. La mayoría vamos a salir fundidos. Hace 20 años que me rompo el lomo para tener algo y jamás pasé un momento así en mi vida comercial” y cierra con otra reflexión: “cuando pase la pandemia, va a explotar todo a nivel laboral. Se va a hablar de miles y miles de juicios, de empresas quebradas. Va a ser un caos”.
