Tucumán con la tasa más alta de femicidios
Tucumán, Salta, Catamarca y Misiones registraron el doble de casos cada 100.000 mujeres que el promedio nacional; se contabilizaron, en total, 143 crímenes.
La cuatro provincias juntas no alcanzan a sumar la cantidad de femicidios ocurridos durante el primer trimestre en Buenos Aires. Pero si se calcula la incidencia de este flagelo en función de la población de mujeres de cada distrito, esas cuatro provincias registraron la mayor tasa de asesinatos cometidos por cuestión de género y de dominio machista en la primera mitad del año.
Los datos del Registro Nacional de Femicidios elaborado por el Observatorio Mumalá revela que entre el 1° de enero y el 30 de junio hubo 143 femicidios y femicidios vinculados (dos de ellos, trans/travesticidios); además, otras 135 mujeres sobrevivieron a ataques que quedaron legalmente enmarcados en el grado de la tentativa. Al cierre del informe había 18 homicidios con mujeres como víctimas que continuaban en investigación, en espera de una carátula definitiva.
La tasa promedio de femicidios en el país fue de 0,55. Aquellas cuatro provincias prácticamente duplicaron la media. Por caso, Buenos Aires, con 60 casos (el 42% del total), tuvo una tasa de 0,6 femicidios cada 100.000 mujeres. La Ciudad Autónoma de Buenos Aires, en tanto, registró la mitad que el promedio país, con una tasa de 0,2 (3 casos).
Tucumán encabezó el listado con una tasa de 1,3 cada 100.000 mujeres y 11 femicidios; le siguieron Salta, con 7 hechos; Misiones, con 6, y Catamarca, con 3, las tres, con un femicidio cada 100.000 habitantes de sexo femenino. Cifras cercanas se registraron en Jujuy, con una tasa de 0,8, al igual que en Santiago del Estero, San Luis y Santa Fe.
En Tucumán, este año, se registraron algunos casos conmocionantes. En abril por caso, María Alejandra Sarmiento, de 22 años, fue asesinada por el padre de sus hijas menores, Edmundo Martínez, de 55. Él le había asegurado que la iba a matar. Fue hasta la casa en la que vivía, en villa Mariano Moreno, en el norte del Gran San Miguel de Tucumán, la sacó por la fuerza y en la calle la apuñaló hasta la muerte.
Escenarios de sangre
El 36% de los femicidios del primer semestre se produjo en el hogar de la víctima, según refleja el informe del Observatorio de Mumalá. El 32%, en la vivienda compartida por la pareja, y el 12%, en la vía pública. El 28% de los femicidios fue ejecutado con un arma blanca; uno de cada cuatro hechos, con un arma de fuego, el 17%, a golpes y el 15%, por asfixia. El 8% de las víctimas murió por quemaduras provocadas por el femicida.
Casi la mitad de las víctimas fueron mujeres de entre 19 y 40 años, pero también es un hecho que el 8% de las víctimas tenía 12 años o menos. Dos de cada diez asesinos se suicidaron tras ejecutar los femicidios. El 4% de los crímenes fue cometido por agentes de fuerzas de seguridad.
Hubo casos que no llegaron a concretarse. Así ocurrió días atrás, en Orán, Salta. Un hombre llegó agitando un cuchillo hasta la casa de su expareja, con quien tuvo cuatro hijos, y le gritó: “Denunciame, y cuando salga te voy a matar. Mañana voy a volver”.
Además, atacó a los agentes policiales que custodiaban la casa de la víctima por situaciones de violencia previas, ya que el atacante había sido denunciado e incluso demorado, pero luego recuperó la libertad por intervención de un juzgado local.
Tras violar las restricciones de acercamiento que le fueron impuestas en la primera denuncia, según información del Ministerio Público Fiscal de Salta, el hombre fue recapturado, ahora bajo la acusación de amenazas con arma y desobediencia judicial.
Un juicio en trámite
También en la provincia de Salta, pero en la capital, se desarrolla actualmente un importante juicio contra Pablo Daniel Yáñez, que interceptó en la vía pública e intentó prender fuego a una joven que conocía desde hacía seis meses.
Yáñez está acusado por “tentativa de homicidio calificado por la relación de pareja preexistente y por mediar violencia de género” y durante las jornadas de declaraciones de testigos, la víctima -identificada solo por sus iniciales: R.N.S.- apenas pudo hablar porque el fuego le provocó serias lesiones en las cuerdas vocales. Actualmente, por los daños psicológicos, la joven se encuentra bajo tratamiento permanente, según se desprende de los informes judiciales posteriores al delito.
Por su parte, los informes especializados definen a Yáñez como “una persona impulsiva, con rasgos psicopáticos en su conducta y que tiende a proyectar la culpa en terceros”. Sendos testigos del intento de homicidio confirmaron que el atacante obligó a la víctima a ingresar en un derruido cementerio local, donde la roció con alcohol y luego intentó prenderla fuego. Ella logró taparse la cara, correr hasta un cantero con agua y ahogar en parte las llamas que la abrasaban. Luego, sentada en el piso, y siempre según el relato de los testigos, le preguntó: “¿Por qué me hiciste esto?”.
Según los datos nacionales del Observatorio Mumalá correspondientes al primer semestre de este año, 177 chicos y chicas quedaron sin sus madres por causa de los femicidios. Los datos recabados señalan también que el 20% de las víctimas había realizado denuncias previas y que en el 63% de los casos existía un vínculo de pareja o ex pareja con el asesino.
Zonas alejadas
En una entrevista con LA NACION, María Soledad Filtrin Cuezzo, titular de la Fiscalía Penal de Violencia de Género y Delitos contra la Integridad Sexual de San Ramón de la Nueva Orán, dijo: “Esta fiscalía especializada comenzó a funcionar en 2014, tras la declaración de la emergencia en violencia de género, para atender estos casos que aquí en el norte son muy numerosos, por una concepción machista que está muy arraigada en la zona”.
“La violencia de género no se expresa en un solo episodio sino en reiterados hechos, porque se trata de una violencia estructural y no coyuntural. Son víctimas mayoritariamente vulnerables. En nuestro caso, en Orán los recursos son muy escasos, tenemos pocos profesionales como psicólogos o asistentes sociales. Más allá de esto, es fuerte el compromiso en el abordaje de la problemática”, señaló la fiscal Filtrin Cuezzo, que también forma parte del Comité de Evaluación de Femicidios del Ministerio Público Fiscal de Salta (MPFS).
Datos oficiales de este ministerio confirman que en entre el 1° de enero y el 1° de junio de este año se registraron 3478 denuncias por violencia de género, de las cuales 1476 corresponden a los cuatro meses de la cuarentena por el coronavirus.
En ese contexto, la fiscal Filtrin Cuezzo indicó que la centralización de los casos en fiscalías especializadas permitió, por ejemplo, crear un registro de agresores y de víctimas que agiliza las tareas investigativas con perspectiva de género.
Al respecto, Filtrin Cuezzo sostuvo: “El trabajo consiste en un abordaje que va más allá de lograr la sanción de los imputados. También se trata de prevenir y entender por qué una mujer puede estar sometida o sujeta a un agresor, por qué no tiene las herramientas para poder repeler las agresiones, por qué se produce un círculo de violencia y dependencia” que las atrapa.
Y agregó: “Hay nombres de imputados que se repiten con la misma víctima. Pero, también, roto el círculo de violencia con esa víctima, los vemos involucrados en otras causas, con otras mujeres”.
Por último, y con respecto a las zonas rurales más alejadas del departamento judicial Orán, concluyó: “El acceso a la Justicia se complica aún más en localidades lejanas, porque para realizar una denuncia les es costoso llegar ante una autoridad judicial. Hay localidades muy inhóspitas. Y eso vuelve a las víctimas todavía más vulnerables”.
