Una a favor de los monotributistas
El FdT y la oposición se pusieron de acuerdo y salió dictamen único en Diputados.
Ya está listo para ser tratado en el recinto de la Cámara baja el proyecto oficialista que elimina el pago del retroactivo en el aumento del impuesto para los Monotributista. Juntos por el Cambio apoyó la iniciativa y tendría los votos para obtener la media sanción.
Sin grietas. El Frente de Todos y Juntos por el Cambio acordaron apoyar con un dictamen único el proyecto de ley presentado por los diputados Sergio Massa y Máximo Kirchner que actualiza el Monotributo, al eliminar el pago del retroactivo en el aumento del impuesto que regirá desde julio próximo y actualiza las distintas categorías que conforman el régimen.
En un clima cordial y sin un extenso debate ni chicanas políticas, la Comisión de Presupuesto y Hacienda, que preside el legislador del Frente de Todos, Carlos Heller, avanzó en el despacho de mayoría de esta iniciativa que ya está lista para ser votada en la Cámara de Diputados y pasar al Senado.
Ahora, las principales autoridades del bloque mayoritario de la Cámara baja analizan llevarlo al recinto la próxima semana, en una sesión que se realizaría entre el miércoles y el jueves.
Heller argumentó que el proyecto de ley del fortalecimiento fiscal para pequeños contribuyentes “viene a complementar a la ley 27.618, y generar un mayor alivio fiscal para los monotributistas”.
Luego de la presentación del proyecto de Heller, el vicepresidente de la Comisión de Presupuesto, el diputado Luciano Laspina (Juntos por el Cambio) manifestó: “Vamos a acompañar este proyecto porque es básicamente el proyecto de Luis Pastori, muy similar, que trata de subsanar un error del ministro de Economía -Martín Guzmán- por el tiempo extra que se tomó en gestionar para definir y reglamentar la ley”.
“La falla de gestión del ministro de Economía generó un gran problema para los monotributistas con una demora de 6 meses, lo que generó una deuda retroactiva que se vuelve impagable para los contribuyentes en un contexto de pandemia”, agregó el diputado santafesino que pidió que este proyecto “se apruebe rápidamente porque da una solución a tema que están esperando los monotributistas”.
La iniciativa
El proyecto retrotrae el pago del retroactivo con lo cual los monotributistas no deberán afrontar ninguna deuda acumulada por la diferencia resultante entre lo que pagaron entre enero y junio y los nuevos valores establecidos por la ley 27.618.
La iniciativa también fija que en julio también se pondrá en vigencia una nueva actualización de escalas con un criterio progresivo, que incrementa en un 77% respecto de diciembre de 2020 el tope para la categoría A, por ejemplo.
A lo largo de la iniciativa se fija los incrementos que tendrás escalas en las cuales las más bajas podrán duplicar los montos de facturación.
Otro punto central es que aquellos que se excedieron de la facturación prevista en su categoría podrán permanecer en el régimen siempre que no superen la facturación de5,55 millones anuales y un patrimonio de hasta 6,5 millones de pesos.
Asimismo, se contempla un plan de pagos para regularizar la deuda de los monotributistas, con un máximo de 60 cuotas, un interés de financiación no superior a 1,5% mensual, para deudas que se venían pagando en planes de pagos vigentes y caducos, y para contribuyentes que no ingresen al Alivio Fiscal Monotributo.
Para el caso de las categorías más altas de la E a la K, deberán pagar una “cuota especial” por única vez.
Asimismo, se contempla un plan de pagos para regularizar la deuda de los monotributistas, con un máximo de 60 cuotas, un interés de financiación no superior a 1,5% mensual para deudas que se venían pagando en planes de pagos vigentes y caducos, y para contribuyentes que no ingresen al Alivio Fiscal Monotributo.
Con este proyecto se busca dar mayor alivio fiscal y previsibilidad a la actividad económica de los monotributistas que suman un total de 4.080.151 contribuyentes; de los cuales 1.592.466 (39%) se encuentran en el Área Metropolitana de Buenos Aires (AMBA), y 2.487.685 (61%) en el resto del país.
Semanas atrás, durante la presentación de la iniciativa, Sergio Massa señaló: “Tomamos la decisión de bajarle la cuota del monotributo a 4 millones de argentinos a partir del impulso de la ley de recategorización y eliminar toda la deuda que se había generado por los cambios de categoría de la última ley”.
