Qué descuentos tendrán los turistas argentinos y cómo obtenerlos.

El boom de uruguayos que vienen de compras a la Argentina preanuncia que para los argentinos no será barato viajar a Uruguay durante el verano 2023. El país vecino, sin embargo, ya tiene listo un menú de descuentos con el que intentará aliviar la desventaja cambiaria, y volver a ser tenido en cuenta.

El año pasado, con las fronteras recién reabiertas, muchos visitantes habituales del Uruguay desistieron de «cruzar el charco» por los duros requisitos sanitarios que aún regían: pedían, además de vacunación completa, un test PCR negativo previo al viaje y otro a 7 días de llegar.

Todo eso ya es sólo un mal recuerdo. Desde este mes, los extranjeros vacunados (o que hayan tenido Covid hasta 90 días antes) pueden entrar incluso sin presentar declaración jurada y sin hacerse testeos, aunque sí deben haber contratado un seguro médico o cobertura de salud. El test sólo se mantiene para los no vacunados.

Y en lo que se refiere al bolsillo, el gobierno de Luis Lacalle Pou también terminó de confirmar cuáles serán los incentivos con los que buscarán seducir a los extranjeros con irse a veranear a Punta del Este, Montevideo, Colonia y otros destinos.

El alojamiento, las salidas a comer, el alquiler de un auto y la nafta están entre los consumos clave de las vacaciones en los que un argentino podrá obtener importantes descuentos durante su estadía.

Será gracias a una batería de beneficios impositivos que ya entró en vigencia el 1° de septiembre -bastante más temprano que en temporadas anteriores- y cuyas condiciones conviene conocer bien.

«Es un esfuerzo que hace el gobierno para que Uruguay sea un poco más atractivo desde el punto de vista económico para algunos mercados, como el argentino, que por la diferencia cambiaria ya sabemos lo que ocurre…», reconoció el ministro de Turismo del país vecino, Tabaré Viera.

«Estos beneficios les van a hacer interesante el destino«, confió el funcionario al anunciar la novedad. A continuación, descuento por descuento, todos los detalles.

1. Devoluciones impositivas en alquileres

Desde el septiembre de 2022 y hasta abril de 2023 los turistas extranjeros que alquilen temporariamente una propiedad (departamento, casa, chacra) en Uruguay podrán recibir un reintegro del 10,5% del precio pactado.

Para que esto se reconozca, la operación se deberá hacer con una inmobiliaria uruguaya, pagando con tarjeta de débito o de crédito emitida fuera del Uruguay.

Además, también devolverán 9 puntos del IVA de la comisión del intermediario contratado.

2. IVA cero en hoteles

Con sólo presentar su DNI o su pasaporte, los argentinos podrán pagar la tarifa del hospedaje sin el Impuesto al Valor Agregado (IVA), que en Uruguay recarga los precios un 22%. El beneficio se aplica en el acto y equivale por lo tanto a un descuento del 18% respecto del precio con IVA.

Esto se puede aprovechar en todos los hoteles del país vecino. El requisito es que el pago se haga directamente al establecimiento, y no a través de plataformas online de reservas.

Hasta el 30 de abril de 2023, a los argentinos les descontarán el IVA completamente en todos los restaurantes, bares, cantinas, confiterías, cafeterías, salones de té y locales similares del Uruguay.

Lo mismo ocurrirá cuando coman o tomen algo en hoteles (por fuera de lo cobrado por el hospedaje) y si contratan servicios de catering y otros para fiestas y eventos.

El beneficio -un descuento del 18% en el ticket- se podrá aprovechar hasta abril sólo pagando la cuenta con tarjeta de crédito o de débito (no se aplica en efectivo).

El Ministerio de Turismo uruguayo recomienda, además, recordarle al personal del comercio que aplique el beneficio al realizar el cobro, «ya que si el operador del POS omite incluirlo, el descuento no quedará operativo y esto ocasionará al usuario las molestias del reclamo».

4. Devolución del IVA en alquiler de autos

También hasta fin de abril del año que viene, los turistas extranjeros podrán alquilar autos en el Uruguay sin pagar el IVA, siempre y cuando la transacción se haga con tarjeta de crédito o de débito y se trate de vehículos sin chofer.

5. Descuento en combustible

En las estaciones de servicio que están a un radio de 20 kilómetros de los pasos fronterizos de Gualeguaychú-Fray Bentos, Colón-Paysandú y Concordia-Salto, los argentinos obtienen un 30% de descuento en las naftas.

Este beneficio tuvo una ampliación, ya que hace un año era del 24%. La rebaja, derivada de una reducción impositiva, sólo es aplicable cuando se paga la carga con tarjeta de crédito y débito.

6. Régimen de compras Tax Free

Uruguay mantiene, finalmente, un sistema llamado Tax Free (libre de impuestos) que otorga reintegros del 14,4% para promover que los extranjeros compren productos en comercios adheridos de ese país para llevárselos en la valija al terminar la estadía.

El programa se puede usar para adquirir productos específicos (ropa, artículos de cuero, tejidos, alimentos, bebidas y artesanías), únicamente en comercios adheridos al régimen y por al menos 600 pesos uruguayos.

Para cobrar el reembolso, ya sea en efectivo o en la tarjeta, antes de regresar hay que acercarse al puesto Tax Free que está en cada punto de salida del Uruguay (puerto, aeropuerto o paso fronterizo) con la documentación de la compra.
