Yanotti, “No cumple con sus obligaciones de proteger a los usuarios”
El legislador Raúl Pellegrini, luego de conocer los aumentos, en los servicio de SAT y EDET se refirió al titular del ERSEP, Santiago Yanotti, en un extenso comunicado difundido a la prensa “se le escaparon algunos incisos de la ley 8479 de creación del Ente Regulador de Servicios Públicos, que estipula sus objetivos. Debe ser por eso que no cumple con sus obligaciones”.
Es así que se olvidó del inciso 2, del artículo 2 que dice: “Proteger adecuadamente los derechos de los usuarios, del concedente provincial y de los prestadores de los servicios públicos de jurisdicción provincial bajo su competencia, resguardando el interés de la comunidad, la promoción de la competencia y el cuidado del medio ambiente“. Está a la vista que los derechos de los usuarios que viven contaminados por las pestilencias de la SAT, que padecen los pésimos servicios de luz y agua, cuando tienen suministro… no estarían muy cuidados y qué hablar del medioambiente.
Si hablamos del inciso 3 y bueno… “Asegurar que las prestaciones de los servicios públicos sometidos a su jurisdicción sean brindadas con continuidad, regularidad, seguridad, economía y calidad”. Desde hace años que de nuestras canillas sale agua turbia, por no decir con barro directamente, eso cuando sale; tenemos que programar nuestros días según las planillas que informan a qué hora cada zona tendrá luz y agua, porque el tema de los cortes es todo el año.
Ya en el punto 5, siempre del mismo artículo, apreciamos que el objetivo debe ser “Alentar las inversiones públicas y privadas en materia energética, saneamiento, provisión de agua potable y tratamiento de efluentes cloacales, asegurando la competitividad de los mercados donde sea posible” Hasta aquí los usuarios damos fe que el aliento del Director del ERSEP no es suficiente, porque aumentan las tarifas y el servicio empeora de manera recurrente.
Para finalizar, mencionaré el sexto objetivo: “Controlar y regular los servicios bajo su competencia asegurando tarifas justas y razonables” Si realmente vamos a usar el raciocinio para poner precio a los servicios de acuerdo a las prestaciones, señor Yanotti, le aconsejo que, para cumplir la ley, reduzca los montos que debemos pagar los usuarios.
De los siete puntos fijados por la ley, al menos cuatro no se cumplen en lo más mínimo. No solo no cumple con normado en la creación del Ente, sino que tampoco cumple con las resoluciones enviadas por la Legislatura provincial, como por ejemplo la Res. N°62/2020 mediante la cual se solicita que el ERSEP intime a la SAT para que solucione los problemas de derrame de líquidos cloacales en el barrio Obispo Piedrabuena y alrededores, hasta el momento los legisladores no recibimos ningún informe de las acciones realizadas en este sentido.
El pedido de todos los tucumanos al director Santiago Yanotti es que cumpla con la ley, garantice calidad de servicios y tarifas justas. Proteja adecuadamente los derechos de los usuarios, que es su principal obligación.
