Una ley para favorecer a las empresas locales en las licitaciones públicas. Un plenario de comisiones comenzará a debatir la iniciativa que fue enviada por el Gobierno en diciembre pasado.
Estiman que podría ahorrar US$ 500 millones por dejar de contratar proveedores extranjeros.
Un plenario de comisiones de la Cámara de Diputados comenzará a debatir este martes el proyecto de ley de Compre Argentino enviado por el Poder Ejecutivo en diciembre pasado y que busca mejorar los márgenes de preferencia para empresas locales en las licitaciones públicas.
El proyecto, enviado en diciembre pasado por el Poder Ejecutivo, comenzará a debatirse desde este martes a partir de las 13 en un plenario de las comisiones de Industria, que preside Marcelo Casaretto (Frente de Todos – Entre Ríos) y de Presupuesto y Hacienda, a cargo de Carlos Heller.
A través de su implementación, el Gobierno estima que podría ahorrar US$ 500 millones por dejar de contratar proveedores extranjeros.
Por otra parte, el proyecto eleva las preferencias de las micro, pequeñas y medianas empresas (mipymes) nacionales de un 15% a un 20%, en tanto que las demás pasan del 8% al 15%.
La iniciativa contempla la posibilidad de elegir como proveedora a una empresa nacional que se excede en los precios ofertados por multinacionales.
Las empresas extranjeras podrán ser beneficiadas con hasta un 12% de preferencia si están integradas por capitales nacionales, mientras que también habrá un 3% de beneficio para las empresas con composición mayoritaria de mujeres, ya sea en capital social, puestos jerárquicos y plantel general.
Se estima que el 65% de los proveedores del Estado son empresas privadas nacionales y 97% son mipymes.
La iniciativa amplía el alcance de la ley vigente al PAMI para abastecer con capitales nacionales la industria farmacéutica y de equipamiento médico.
A través del proyecto, se desarrolla el programa de compras públicas para que el Estado financie investigaciones sobre el desarrollo de productos que necesitan.
Asimismo, la ley instaura el Programa Nacional de Desarrollo de Proveedores para desarrollar sectores estratégicos, como así también crea el Fondo Fiduciario Público para el Compre Argentino, para financiar en mejores condiciones el acceso a las compras públicas.
