El Indec anunciará hoy el IPC que habría quedado por debajo de 6% el mes pasado. Cuál fue el real alcance del programa Precios Justos, el impacto de la sequía y la habitual menor presión en alimentos a esa altura del año.
Después de cuatro meses que la inflación se ubicó por encima de 6%, el Indec anunciará hoy finalmente un registro del IPC que podría quedar por debajo de esa cifra. Ésa es al menos la expectativa oficial, que es compartida sólo parcialmente entre las consultoras privadas que hacen su propio relevamiento. En cualquier caso, hay un dato indiscutido: se desaceleró en noviembre la suba del precio de alimentos, lo cual tiene una incidencia determinante en el indicador.
Existen tres elementos clave que influyeron en ese menor ritmo de suba. En principio, la estacionalidad. Noviembre suele ser un mes en el que el rubro frutas y verduras refleja incluso baja de precios en algunos productos, lo que descomprime notoriamente la presión sobre la categoría. A esa condición general se sumó, este año, una particularidad que aporta ahora buenas noticias -incluso de cara a fin de año también- aunque puede transformarse en un futuro dolor de cabeza. Consecuencia de la fuerte sequía que acotó la disponibilidad de granos para alimentar el ganado, el precio de la carne “se planchó” desde mediados de año, con una evolución que quedó por detrás del resto de los precios. Esto porque el mercado recibió mayor oferta de aquellos animales que son enviados a frigoríficos en vez de continuar el proceso de engorde. La carne tiene una alta ponderación en la canasta de alimentos, lo cual modera hacia abajo el promedio.
En ese contexto, la categoría refleja un avance en torno a 4% para el mes pasado, al menos en la región metropolitana. El dato está en línea con la estadística oficial de la Ciudad de Buenos Aires, que informó una suba de 4,8% de la división “alimentos y bebidas sin alcohol”.
El ministro de Economía, Sergio Massa, avanzó en nuevos acuerdos de precios esta semana, con proveedores de insumos de envases y fabricantes de calzado.También hay un tercer factor, a lo que los analistas privados otorgan distinto grado de incidencia pero que, para los funcionarios del equipo económico, también tuvo un peso relevante. A mediados del mes pasado entró en vigencia el programa Precios Justos, que congeló el precio de más de 1.500 productos en una primera etapa y que puso un tope, además, sobre una cantidad mucho mayor ya que se acordó con los fabricantes que participan del plan un techo de 4% de suba mensual para el resto de los bienes que comercializan en supermercados. Y, si bien la vigencia formal del acuerdo arrancó el 12 de noviembre, lo cierto es que las negociaciones se iniciaron durante octubre. Para cuando arrancó el mes siguiente, el acuerdo por el cual las empresas participantes tendrían garantizado el acceso a dólares a precio oficial para importar insumos clave en su producción todavía no tenía forma definitiva. Sin embargo, a pedido de la Secretaría de Comercio, que sugirió a los supermercados que rechazaran en los primeros días del mes incrementos superiores al “objetivo de 4%”, gran parte de los proveedores revisaron a la baja las listas enviadas originalmente para adecuarlas a la intención oficial. Un gesto en medio de la negociación.
De ahí que en el Gobierno afirman que el impacto del programa es más efectivo que en oportunidades anteriores. El desafío será, admiten, lograr que la estructura de costos acompañe para que, en los próximos meses, sea sostenible el efecto. Por este motivo, tras poner el foco en los precios del supermercado, Economía cerró el martes a última hora un acuerdo con proveedores de cartón, vidrio, aluminio y productos químicos, insumos con los que se fabrican principalmente envases de una infinidad de productos. El acuerdo, un reclamo generalizado de aquellas grandes compañías que fueron las primeras en firmar, contempla aumentos de 3,9% mensuales. El entendimiento apunta, dijo el propio ministro de Economía, Sergio Massa, que participó de la firma, a otorgar “previsibilidad” a toda la cadena del proceso productivo.
Pero en la medición que hoy difundirá el INDEC también habrá rubros cuya inflación se recalentó y terminan empujando hacia arriba el índice general. Por un lado, el rubro vivienda está, en todas las mediciones privadas, como el de mayor incremento dado el impacto de la quita de subsidios y los aumentos de tarifas en los servicios públicos. También el rubro esparcimiento anotó fuertes incrementos, en cuyos precios también impacta la estacionalidad pero en sentido inverso a lo que ocurre con los alimentos.
