«Vamos a denunciar al Intendente Alfaro y cada conductor»
Desde la Asociación de Conductores de Taxis exigen que se ponga fin al funcionamiento de la aplicación en la provincia. «No hay vacío legal. Cada auto está sacando todos los días la rentabilidad de los taxista».
En los últimos días se profundizó el reclamo de taxistas tucumanos para que se detenga la actividad de la aplicación Uber en Tucumán. Exigen que se tomen cartas en el asunto y aseguran que es una actividad ilegal que le quita rentabilidad a los taxistas que trabajan con las licencias correspondientes. Denunciarán al intendente German Alfaro por incumplimiento de sus deberes como funcionario público.
“Desde la federación de taxis en conjunto con otras asociaciones, y otros gremios repudiamos la ilegalidad de Uber desde hace mucho tiempo. Se lo hicimos hacer al Consejo Deliberante y al intendente de San Miguel de Tucumán, le pedimos audiencia. Pero no nos dio respuesta, es por esto que decidimos comenzar a tomar medidas legales”, detalló en diálogo con eltucuman.com Julio Rodríguez, referente de la Asociación.
El pasado miércoles el presidente del Consejo, Fernando Juri junto a la comisión de transporte recibieron al secretario general de la federacion, José Ibarra. “Nos dijeron que ellos apoyan la legalidad, esto quiere decir que apoyan a los taxis”, expuso.
“Hablan de vacío legal. Esta gente transporta con un auto particular a un pasajero. Esa es la realidad, no hay vacío legal para eso. Los inspectores hacen su trabajo porque se basan en la ordenanza 3713 que regula el transporte público de pasajeros. Un auto sin habilitación que correspondiente que transportes pasajeros, es ilegal. Si no lo fuera, no les estarían secuestrando los autos”, opinó.
En este sentido detalló que dicha ordenanza, a través de la cual se crea el Servicio Único de Transporte Público de Pasajeros en Automóvil (S.U.TRA.P.P.A.), “rige todo tipo de transporte de personas, que se realice con fines de lucro por medio de un vehículo automóvil, en el ámbito de la Municipalidad de San Miguel de Tucumán”.
En el texto de dicha ordenanza también se especifica que hay sanciones para quienes transgreden la norma. “Nuestra actividad está habilitada por una ordenanza. No entendemos el atrevimiento de esta gente. Dicen que son legales y creen que pueden hacer lo que quieren. Nos ha costado mucho poder reglamentar esta actividad. Creen que pueden destruirlo como si tuvieran poder de Estado”, reclamó.
En la misma dirección recalcó que el área de control de este tipo de trabajo es el Estado. “En el 2006 a esta parte, venimos pagando cánones para que el correcto desarrollo de todas las oficinas, para que se cree ambiente de trabajo adecuado para el Sutrappa, que el organismo que nos controla a nosotros. En 2009 nos damos con la noticia de que la cuenta se unificó con tránsito y transporte, queremos saber dónde están esos fondos, porque vemos que no hay baños en las oficinas, hay camionetas, autos y grúas destruidas, vemos cómo está trabajando la gente en el sutrappa. Somos damnificados de verdad”, detalló.
“Los concejales entienden que hay un marco legal. La ordenanza dice que sin habilitación son ilegales. Es transporte de pasajeros, de personas. El secretario general de la federación lo dejó en claro; Vamos a denunciar al intendente Germán Alfaro, él tiene la prueba que existe la ilegalidad y no toma cartas en el asunto. Al momento de hacer secuestro de las unidades de Uber el intendente tiene que tomar acciones correspondientes, la ordenanza le exige al taxista pagar los cánones y al ejecutivo municipal que cumpla con el rol de contralor. Si hay irregularidades, tiene que denunciarlos”, reclamó.
Además, añadió: “Vamos a denunciar al dueño de cada auto secuestrado para que entiendan que cada auto está sacando todos los días la rentabilidad de los taxistas. Vamos a defender nuestra actividad desde la justicia”.
Rodríguez además remarcó que en 2006 eran unos 2000 taxis registrados. Luego, entre taxis y remises, sumaban un total de 7.700 licencias. Hoy existe una superpoblación de licencias. “Un seguro autorizado no puede dar respuesta a un agente que trabaja sin la correspondiente habilitación. Vamos a denunciar a la superintendencia de seguros”.
La semana próxima presentarán la denuncia contra Alfaro. Mientras tanto, muchos taxistas se presentaron en la defensoría del pueblo para hacer su respectiva denuncia junto al gremio. Por su parte, les piden a los usuarios que se sumen para aportar a la seguridad de la actividad y que no usen Uber. “Nadie sabe quiénes son, no tienen ni una oficina en la provincia, ¿a quiénes les van a reclamar en caso de que pase algo”, se cuestionó.
“Todos tenemos problemas económicos. Entiendo que no hay trabajo, pero no destruyamos una actividad reglamentada, con superpoblación de licencias. Vamos a denunciar a cada chofer de Uber porque destruyen nuestra actividad”, remarcó.
Para concluir aseguró que “en todo el mundo Uber funciona de forma ilegal. Hay intendentes que están haciendo sus denuncias. En Córdoba, San Juan, Catamarca, Jujuy, La Rioja y Salta. Nos sumamos desde Tucumán y nos vamos a Santiago del Estero para organizar una masiva denuncia por la aplicación en todo el NOA”.
